Call to Order The mayor announced a change in the order of the agenda the Asante payment use proposal will be first,followed by the SERJAC request and then the Strategic Plan update. II. Reports and Presentations a. Asante Payment Use The Council heard from three community groups working on proposals related to healthcare in Ashland.This is in response to the closure of major medical services at Ashland Community Hospital following Asante's exercise of a contractual clause resulting in a $4,000,000 payment to the City. Representatives from Save Our Ashland Community Hospital (SOACH), Laurie Hoagland, Fernando Gaposy,and Benji Benbrook, provided a presentation,see agenda packet.They gave a historical overview of Ashland Community Hospital and advocated for the formation of a healthcare district, initially centered in Ashland with potential regional expansion. SOACH requested that the Council reserve the entire $4,000,000 to allow time for further planning.They maintained that these funds should be considered specifically designated for healthcare purposes, rather than as discretionary, unallocated revenue. SOACH also presented petitions gathered in support of restoring local hospital services. Southern Oregon University President, Rick Bailey,talked about SOU's "Vitality Plan"and an existing partnership with La Clinica,a federally recognized health facility currently operating a student health and wellness center on campus. He outlined preliminary discussions about expanding La Clinica's footprint on campus to serve not only students but also faculty,staff,and community members,with potential expansion of services including dental care. Bailey emphasized the initiative aims to complement rather than compete with other healthcare proposals and expressed interest in broader institutional partnerships. A timeline goal was set to prove the project's financial sustainability by the summer of 2027.The Council discussed the timeline, potential revenue generation through lease arrangements,and the possibility of tying the expansion to academic experiential learning programs. The final presenter,Alan Sandler,advocated for a deliberate,community-led rural health transformation program modeled on successful federal programs in other states such as Maine. He stressed the importance of beginning the process methodically and with city involvement, while not rushing to deploy the $4`UOO,OU0. Public Comment Citizens expressed strong support for preserving and restoring local healthcare services and urged the Council to protect the funds for that purpose. CitY staff noted that, under the current financial policy,the funds would be treated as unbudgeted revenue,with 20%directed to reserves,lO%tu long-term liabilities,and no less than 20%tocapital, leaving approximately 50% unallocated.Several council members emphasized the importance of adhering to established financial policies and avoiding selective deviation,while others advocated for holding the full $4,000,000 in reserve pending the development of viable proposals.There was broad agreement that no proposals were sufficiently developed to warrant immediate allocation,and that additional time was needed before any decision could be made. Graham clarified that no funds would be spent without formal appropriation, and that the budget process would not commence until October. � � The Council directed staff to not develop a plan for the funds and Council will discuss it at another � study session either to follow the policy as interpreted or to do something different.Council ioto � submit any legal or financial questions to staff in advance of that study session. Staff confirmed the matter would be brought back for discussion in the context of the reserve and capital fund review,no later than October 2O2S. b. SERJAC Proclamation Recommendation Social Equity and Racial Justice Advisory Committee members,Emily Simon,Allison Mendel and Brandon Polanco along with Maya from Rogue Valley Migra Watch spoke to about immigration � enforcement activity in Southern Oregon and the potential establishment of an ICE overnight � detention facility in the region. � � The speakers stated that between May and July 2026,there were 31 confirmed ICE detentions in Southern Oregon,an increase from the prior year.The absence of an overnight facility in Oregon creates o legal window for filing habeas corpus petitions, allowing detainees to address proceedings domestically.Afacility's establishment would remove this |*gm| option. Other jurisdictions who have proclamations opposing ICE facilities have prevented such establishments. SERJAC proposed udraft proclamation to oppose any ICE detention facilities near Ashland,focusing specifically on preventing local facilities rather than wider immigration policy. Council agreed to extend the meeting. Public Comment Citizens spoke in support of the proclamation,citing concerns about civil rights, human dignity, community safety,and economic impacts on Ashland's character and quality of life. Demographic gaps identified in the survey, particularly among youth,young adults,and the Hispanic/Latino community,were addressed through targeted in-person engagement. The top themes emerging from the engagement were: housing affordability,parks and recreation,the unhoused population,wildfire and emergency preparedness,fiscal management and governance, institutional anchors (SOU,the hospital,and the school district),demographic change and loss of � young families,the local economy, infrastructure, and civic engagement. Key community tensions identified included growth versus preservation, compassion versus enforcement on houselessness, � � maintaining versus expanding services,and tension between to u rist-oriented and resident-focused � priorities. � Wilson presented four draft strategicgoal areas developed through action lab sessions with staff and � community partners:Active and Connected,Community Vitality,Safety and Resiliency,and Trusted � and Accessible Government. Draft outcomes were presented under each goal area,along with draft � mission,vision,and values statements for the City organization. ' � The Council discussed the draft elements and asked that the draft mission,vision,and values statements be distributed for review prior to the September workshop. KEY COMMUNITY TENSIONS • Growth vs.Preservation: Two roughly equal groups disagree on new housing - one citing concerns of overdevelopment, wildfire evacuation capacity, and loss of Ashland's character; the other citing improving affordability and the need to retain families. • Compassion vs. Enforcement on Houselessness: Residents lean supportive of services and a housing-first approach over enforcement- focused responses, by roughly 3-to-2. However, both sides raise safety and public-space concerns. • Maintain vs. Expand: Residents expressed a strong preference for fixing existing parks, infrastructure, and facilities before building new ones. • Tourism vs. Residents: Some residents are frustrated that downtown appearance, Oregon Shakespeare Festival, and visitor amenities feel prioritized over resident needs. TOP THEMES FROM SURVEY AND IN-PERSON ENGAGEMENT 1.Housing Affordability The dominant concern in the survey, raised by over one-third of respondents, spanning workforce housing, senior housing, supply barriers, and short-term rental impacts. A minority actively opposes further development over concerns about community character and wildfire evacuation. 2.Parks,Trails,and Recreation The most positively mentioned service area, alongside specific criticism of maintenance, Parks Commission governance, and impacts of houselessness in parks. 3.Unhoused Population The most divided issue in the data. A majority favor more shelter, services, and a housing-first approach,while a smaller but vocal group calls for enforcement and reduced services. However, both groups raise safety concerns in public spaces. 4.Wildfire and Emergency Preparedness Near-universal, low-controversy support for continuing and expanding current efforts, alongside concern about evacuation route capacity. TOP THEMES FROM SURVEY AND IN-PERSON ENGAGEMENT 5.Fiscal Management and Governance Concern about the structural budget deficit,fee increases, and specific spending decisions, paired with calls for greater transparency and clarity on Council/staff roles. 6.Institutional Anchors (Southern Oregon University,Hospital,Ashland School District) SOU's enrollment decline, reduced hospital services, and ASD enrollment trends are viewed as a community-level survival issue with strong links to housing affordability and demographic change. Residents want the City to take a visible position within its own scope of influence. 7.Young Families and Demographic Change Widespread concern that Ashland is aging out of young families, driven primarily by housing costs, with cascading effects on school enrollment, SOU's survival, and community vitality. Residents want more youth/teen facilities and after-school programming. TOP THEMES FROM SURVEY AND IN-PERSON ENGAGEMENT 8.Economy, Business,and Jobs Concern about downtown economic decline and over-reliance on OSF tourism,with high commercial rents, permitting barriers for small businesses, and a desire for a clear economic development strategy and year-round events calendar. 9.Infrastructure:Roads,Sidewalks,City Hall Building,and Water Residents want basic maintenance (roads, sidewalks) prioritized over new projects, want better- coordinated, less disruptive construction scheduling (particularly avoiding road work during peak fire season), and broadly support the water treatment plant investment. 10.Communication and Civic Engagement Residents credit the City for improved communication tools (newsletter, Council broadcasts, See- Click-Fix) but feel decisions are often predetermined before public input is gathered,with calls for genuine two-way engagement rather than notification-only communication. They are clearly aware of, and concerned about,the impacts of houselessness in the community. August 3, 2026 ROGUE VALLEY MIGRA WATCH Between May I and July 31,2026, there were at least 31 detentions in Southern Oregon confirmed by Rogue Valley Migra Watch in partnership with PIRC(Portland Immigrant Rights Coalition),who runs the statewide hotline to report ICE sightings.That's 10 people per month, on average. The Deportation Data Project(bttps://d ortationdata.grgj),which uses FOIA reports to estimate the number of ICE arrests and deportations, estimated between 50-60 detentions through the Medford ICE satellite office from Jan 2025-Nov 2025.That's 5-6 people per month, on average, but also includes 17 detentions in one day of detentions of workers on farms. Of these 31 people detained by ICE, 7 people were released the same day through filing Habeas corpus petitions,which grant access to the due process rights given to all people in the USA, regardless of immigration status. Habeas corpus is a writ ordering a person in custody to be brought before a court where the burden of proof is on those detaining the person to justify the detention.These 7 people released still continue through the deportation proceedings, but are able to do so from their home,with access to their lawyer, family, and documents.The people who are detained and not released are taken to the Northwest Detention Center in Tacoma, WA, which has a long history of health violations, concerns of mistreatment, and even deaths of people in custody. Southern Oregon is uniquely positioned to help grant same-day releases to people detained by ICE. Once a habeas corpus petition is filed with a judge,an automatic order is sent to ICE, telling them not to transport that individual across state lines. With no overnight detention facilities in Oregon,they must release the person from their custody. From Southern Oregon,there's approximately a 5-hour window of time to complete this legal filing before ICE reaches the Washington border. People detained in Portland, for example, have a very low chance of being released from detention. If an overnight ICE detention facility were to be built in Oregon, or another facility repurposed for this purpose, this opportunity to keep Southern Oregonians out of ICE custody during their proceedings disappears.
