ALLOWS VOTER APPROVAL OF URBAN RENEWAL YES BONB REPAYMENT OUTSIDE LIMIT NO QUESTION: Shall Oregon's Constitutionbe amended allowing local voters to authorize taxes outside Article XI limit to repay urban renewal bonds? EXPLANATION: Payments for bonds are generally excluded from the property tax rate limit, but courts have inteq3reted Ballot Measure 5, adopted in 1990, to include laxes to pay urban renewal bonds within the limit. This measure maintains the limit on urban renewal bonds, which may be used for commanily development and housing, unless local voters authorize bond payment outside the limit. If this measure passes, cities or counties could ask voters to approve taxes outside the tax limitation to repay current or future urban renewal bonds, ESTIMATE OF FINANCIAL IMPACT- Local revenue impact: No direct impact. To the extent voters approve urban renewal taxes to repay debt outside Measure 5's limits, urban renewal revenue will increase. If taxes imposed outside the limit replace levies currently imposed inside the limit and the area is currently above the Measure 5 nonschool limit, local city and county revenue will increase. State revenue impact: No direct impact. I CITY OF ASHLAND 15-3. CHILDREN'S CULTURAL AND RECREATIONAL TWO-YEAR SERIAL LEVY QUESTION: Shall City levy 97(~ per $1000 taxable value for two years outside the tax base for operating purposes beginning in 1993-947 YES NO SUMMARY: This measure authorizes the City of Ashland to levy a maximum of 97 cents per thousand dollars of true cash value of taxable properly. The measure will provide funds to substantially reslore several programs for Ashland School District students, grades kindergaden through twelfth, which were eliminated or reduced because of Ballot Measure Five. Various programs will be funded through this levy such as speech and debate team, musical preformances, marketing, vocational and business clubs, Ashland Teen Center, resident outdoor school, drama, student newspaper and yearbook, athletics, school libraries and youth and adult community activities. Restored programs will be conducted by the Ashland School District through an agreement with the City of Ashland Park and Recreation Commission. The estimated amount of money 1o be raised by this levy is $873,000 in 1993-94 and $890,000 in 1994-95. The tax levy is subject to the other governmental limits of Section 1 lb, Article XI, of the Oregon Constitution. THREE-YEAR SERIAL LEVY FOR I YES I OPERATIONS QUESTION: Shall the City of Phoenix levy $100,000 each year I NO I for three years outside the tax base for operations beginning 1993-19947 SUMMARY: The purpose of this levy request is to provide funds for general operations of the City of Phoenix for the next three years. Because of the increased demand of city services, increased expenditures, and short fall of revenue the present tax base for the City of Phoenix is not sufficient to provide for adequate service of government. The taxes needed for three years total $300,000, which is to be levied in equal amounts of $100,000 in each of the lhree years. Pursuant to Section 11b, Adicle XI, of the Oregon Constitution, and implementing legislation, the proposed tax measure would reduce properly tax collections for other units of local government. It is estimated that this levy will add .96 per $1000 of assessed value the first year. The estimated tax cosl for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of estimate. II II PROSPECT SCHOOL DISTRICT NO. 59 15-1. SCHOOL DISTRICT NO. 59 CAPITAL CONSTRUCTION OR IMPROVEMENT BOND ISSUE QUESTION: Shall lhe District issue $350,000 in bonds to mature within 10 years for capital construction or improvement of Dislrict facilities. If the bonds are approved, they will be payable from laxes on property or property ownership that are nol subject to the limits of Section 1 lb, Article XI of the Oregon Conslitution. SUMMARY: The bond issue is to provide funds for capital construction or improvements Io the Administration Building, High School, the two Elementary School pods, Mullipurpose Room, Metal Shop, Auto Shop, Bus Barn, Gymnasium and lhe respective building sites and property of the District. This measure will not, pursuant to Section 11b, Ar[icle XI, Oregon Constitution, and implementing legislation, reduce property tax collections for other units of local government. The term of the bonds shall not exceed 10 years from issue date. II I END OF BALLOT
