15-1. GENERAL OBLIGATION BOND AUTHORI-
ZATION FOR WATER IMPROVEMENTS -- NO
QUESTION: Shall the City of Ashland issue general obligation bonds
in an amount not to exceed $2,060,000.00 for water improvements.;)
If Ihe Bonds are approved, theywill be payable from taxes imposed on
property or property ownership that are not subject to tile limitations
of section 1 lb, Article XI of the Oregon Constitution.
SUMMARY: This measure authorizes the City to issue general
obligation bonds in an amount nol to exceed $2,060,000.00. If
approved bond proceeds will be used to finance the construction of a
new reservoir, water lines, related improvements, and to pay all
incidental costs. The bonds will mature over a period not to exceed 25
years. If approved the measure would not reduce the property tax
collections for other units of local governments pursuant to
section 11 b, Article Xl of the Oregon Constitution.

DURING HIGH POLLUTION DAYS -- NO
QUESTION: Shall City of Central Point Ordinance No. 1661, which
imposes limitations on woodburning during high pollution days, be
made effective?
SUMMARY: This ordinance would prohibit woodburning on high
pollution days (red or yellow) unless an exemption for economic need,
sole source of heat, Oregon Certified Stoves, or special exemption
has been obtained. Allows City Administrator to prescribe
regulations for exemptions.

1991 --
QUESTION: Shall the existing City Charter be Amended?
SUMMARY: These amendments affect nineteen sections of the
Charter by: numbering council seats (§7); specifying rules and
elections for council vacancies (§8 & 32); specifying that Planning
Commission members are City officers (§22(b)); eliminating outdated
tort claim requirements (§42); changing the rules on conlracl bidding
(§40). Other changes or additions or deletions occur in Sections 10,
12, 13, 18, 19, 21, 22(c), 23, 24, 26, 27, 31, and 41.
