You have found this voters' pamphlet inserted in the envelope with your ballot. Normally we
would have mailed it separately; however, we have done this to help reduce the cost of this election
by $1,120.00.

inch (psi) in 1985. State law requires the Ci-
ty to maintain a minimum pressure of 20 psi
at any point in a public water system.
The proposed general obligation bond issue
is the least expensive method of financing
these critical water facilities. The City will
save about $250,000 over the 20 year pay
back period if general obligation bonds are us-
ed rather than certificates of participation.

EXPLANATORY STATEMENT
The water line serving the area was built
in 1909. The normal life span of a water line
is 50 to 75 years. There is no other way to
serve the area if the existing water line breaks.
The current water system does not have the
ability to provide adequate fire protection to
existing residents in the higher elevations.
The area is on the west slope of the entrance
to the City of Ashland watershed. A wildfire
in the area poses a significant hazard to the
watershed.
In 1982 the City had an engineering firm
explore the water pressures in the area using
a computer model. At the intersection of
Strawberry Lane and Ditch Road, the model
