QUESTION: Shall Phoenix-Talent School District #4 levy
$660,181.00 outside the tax base for operating schools
during the 1990-91 fiscal year?

EXPLANATION: The 1990-91 budget request has been reduced by
$830,326. The reductions include money for computers, supplies,
equipment, ten teaching positions, 2 clerical positions, outdoor
school, professional growth, all athletics excluding varsity level, two
new bus routes, three instructional assistants, and one custodian.
Passage of this levy will allow us to maintain the remainder of the
proposed budget.
Failure of this levy will result in the district falling into the safety net.
If that happens, general fund dollars will not be available to fund
four counselors, the remainder of the athletic program, three
additional teachers, one ground/maintenance, and further
reductions of supplies and equipment.

15-2. CHARTER AMENDMENT PROVIDING YES
OPEN SPACE PARK PROGRAM FUNDING;
PROHIBITING CONDEMNATION --
QUESTION: Shall Ashland Charter be amended to provide
Open Space Park Program funding and prohibit con-
demnation7
EXPLANATION: Funding for the Open Space Park Program will be
only by methods and rates approved by the voters of Ashland and the
funding process will end on December 31,2010, unless extended by
a vote of the people of Ashland. Further, the measure will provide for
the prohibition of the use of condemnation with respect to the
acquisition of fee simple ownership of any real property connected
with the Open Space Park Program or for trails.
15-3. ORDINANCE PROVIDING FUNDING FOR THE OPEN SPACE PARK PROGRAM --
QUESTION: Shall the Transient Occupancy tax, Business
License tax, and Utility User Tax be increased for the Open
Space Park Program?
EXPLANATION: The Transient Occupancy (Hotel/Motel) tax
would be increased by 2 percent, the average Business License Tax
would increase by one and one-half times from the present annual
base rate of $40 plus employee fees, and a 50C tax added to
residential utility bills. Tax rates for Open Space could not be
increased without voter approval, and would expire in 20 years on
December 31, 2010.
