IN THE CITY OF ASHLAND, OREGON
NOTICE IS HEREBY GIVEN that an election will be held in the City of
Ashland, Oregon on the 15th day of May, 1990, at which time there will
be referred to the legal voters of said City the following measures.
MEASUm NO.
CAPTION: TO ESTABLISH A NEW TAX BASE FOR ASHLAND.
QUESTION:
Shall Ashland be authorized a new EIGHT HUNDRED FIFTY-FIVE
THOUSAND EIGHT HUNDRED DOLLARS ($855,800) tax base
beginning with the fiscal year 1991-927
EXPLANATION:
CAPTION:
The purpose of this measure is to provide stability in
the operation of the City of Ashland's Police Department
and Fire Emergency Medical Technician program. Further,
the passage of this measure will not result in an
increase in taxes over the amount presently authorized
by the present tax base, police serial levy and fire EMT
serial levy. This measure will combine the existing
police serial levy of $407,836, the existing fire EMT
serial levy of $15,600, and the estimated 1991-92 tax
base of $432,400 to a new tax base of $855,800.

Shall Ashland levy 5.5 per thousand dollars assessed value
to operate swimming pool programs and maintain recreation

EXPLANATION:
This measure authorizes a maximum levy of five and one-
half cents (5.5) per thousand dollars of true cash
value of taxable property to permit swimming pool
program fees to be at a reasonable rate and to provide
maintenance of recreation facilities. It is estimated
that a levy of 5.5 per thousand dollars of assessed
value would provide $33,825 in 1990-91, $37,200 in 1991-
92, $40,930 in 1992-93, $45,000 in 1993-94 and $49,530
in 1994-95. This measure will result in a decrease of

EXPLANATION: The Ashland Park Commission would administer an Ashland
Open Space Park Program, the purpose of which is to
provide and preserve land for open space park purposes.

development charges, utility surcharges, increases in

Open Space acquisitions, if the charter amendment is
approved. Funding would be assessed from new residents,
current residents, businesses, and tourists. Sources
proposed are systems development charges on new
construction; a 50 cent monthly residential utility
surcharge; a business license tax increase to $100 per
business plus $10 per employee; and a 1% increase in the
hotel/motel tax. An increase within the authorized
Parks property tax levy would cover maintenance and
development costs.
For the purpose of this election, the hours and the polling places
shall be as directed by the Jackson County Clerk.

MOTEL/HOTEL TAXES. THIS QUESTION TO BE VOTED ON AT THE ELECTION
HEREIN CALLED TO BE HELD ON THE 15TH DAY OF MAY, 1990.
BE IT RESOLVED BY THE CITY OF ASHLAND AS FOLLOWS:
SECTION 1. There is hereby referred to the voters of the City of
Ashland the question of the financing of the open space program by
systems development ¢harges~ utility surcharges, and increases in
business license andhotel/motel taxes. The following ballot for the
proposed measure is hereby adopted and approved and the following are
the ballot title and form in which that measure shall appear upon the
ballot at said election.

for measures 5! through 54 on the
May 15 ballot, because they won't
be there.
Ashland City Recorder Nan
Franklin said different numbers
will appear on the May 15 ballots
because new numbers were a~-
signed to the measures when they
reached the Jackson County
clerk's office.
The city's four measures all are
-found on the ballot under one ~.~:-
tion labeled "City of Ashland."

Franklin said she discovered the
discrepancy after picking up the
sample ballots on Thursday and
notified the three political actions
committees that have formed
opposition and support of
open space measures. Voters
should be aware that they should
not look for those numbers on the
ballots, she said.
Members of at least one politi-
cal action committee were upset
when they learned of the error. "I
am very upset, and I don't under-
stand how the wrong information
got out there," said Alice Levy of
Citizens for Fair Taxation. Not all
of the committee's 100 or so signs
have been put up, but many have
been posted along Siskiyou
Boulevard, and she was unsure
Friday how the committee would
rectify the problem, she said.
