Meetin~ called to order at 4:00 o.m.. Council Chambers. Attendance by Council; Laws, Reid, Hauck, Hagen
and Wheeldon, Staff; Mel Clements, Jill Turner, Jim Olson, Pete Lovorvich, Brian Almquist and Barbara
Christensen.
GENERAL DISCUSSION ITEMS
A. General Council discussion regarding Tolman Creek Road L.I.D.
Council discussion and clarification of increasing Tolman Creek Road L.I.D.
neighborhood was directed to do by Council.

B. Our Region: Planning by and for Jackson County Residents
Phase I: Building a Base for a Regional Plan was handed out to the Council to use as a Regional Planning Work
Plan. Council purpose was to find consensus amongst themselves as to what they viewed their work plan to be.
Laws summarized work plan as a gathering of facts and information and then base that information to determine
what the impact or potential outcome would be in 2050.
Using this formula in determining the impact may allow other parts of the county to view Ashland differently and
understand better.
It was stated that if the Regional Planning came up with a work plan that everyone agreed to, it could submitted to
the State for approval, which could then be used to change existing laws.
Laws suggested reading new revised version and submitting comments to Councilor Hagen who will then draft a
summary of these comments.
Thompson went over questionnaire submitted to him by Council. The following are a few of
the ones that council were more in agreement with:
1) Six in favor of promoting use of RVTD; 2) Seven in favor of purchase bicycle and pedestrian easements; 3) Six
agreed on railway; 4) Six agreed resolve annually that gas tax should be freed up for all forms of transportation; 5)
Seven agreed to site design plans regarding bicycle ways; 6) Seven agreed on maximum as well as minimum
parking; 7) Six agreed County Commissioners should object to annexation if City's do not show need for growth; 8)
Seven agreed to continue support of Bear Creek agreement; 9) Seven agreed to maintain buffer between city's; 10)
Six agreed that preservation even if it means downsizing; 11) Six agreed to appeal County decisions; and 12) Six
agreed on city site design guidelines.
Council discussed other items on the questionnaire where there was not as much agreement on.
Meeting was adjourned at 5:15 p.m.
