June 19, 1996
Meeting called to order at 4:15 p.m.. Council Chambers. Attendance by Council; Hauck,
Hagen, Wheeldon and Thompson; Mayor Golden; Staff; Mel Clements, Paul Nolte, John
McLaughlin, Susan Brodus-Wilson, Jill Turner, Kelly Madding and Pete Lovrovich; City
Administrator Brian Ahnquist. Local newspapers.
DISCUSSION ITEM: 1996-97 Capital Improvements Plan 2001-02.
City Administrator Brian Almquist and Finance Director Jill Turner presented to council
preliminary CIP Plan. Almquist reported that this was the fourth plan submitted since
implementing Capital Improvement Plan. The CIP is a compilation of all department plans.
He noted that there was concern regarding the implication and impact on the CIP from
recommendations by the SDC committee. The SDC committee is scheduled to have its last
meeting the end of this month. After recommendations are made according to legal time line
then the CIP would be able to be finalized.
The CIP is set as a policy document and provides staff with a guide for budgeting purposes.
Turner explained that there is more of a financial aspect to the CIP than what is generally
done and explained that if there is an operational cost involved in the project it can be
identi fled.
Turner summarized and answered questions for all areas involved in CIP with council
members.
Almquist reported that before this is set for public' hearing the Budget Committee and Audit
Committee will be invited to a study session.
Council discussed storm drain issue and if it were a problem before the issue of the
compliance of the wastewater plant.
