Description of Items in Change Order
RFP-118 Purchase Lime Silo for Interim Sludge Facilities. By letter of August 23, 1999, RFP-
112 was established for the proposed interim sludge facilities for the wastewater treatment
plant. These facilities must be "on-line" by approximately January 1, 2000 to handle sludge
from the new secondary treatment facilities, as the biosolids disposal project has been delayed.
To expedite construction of the interim sludge facilities, it is necessary to purchase certain
pieces of equipment at once. By letter of September 1, 1999, the Engineer explained this
situation and supplied a specification for the lime silo system. In a letter dated September 8,
the Contractor submitted proposed costs of $140,875.00 for this equipment. After review, the
Engineer informed the Contractor by letter of September 8, 1999 that this amount would be
included in a forthcoming change order.
RFP-119 Purchase Scrubber System for Interim Sludge Facilities. By letter of August 23,
1999, RFP~I 12 was established for the proposed interim sludge facilities for the wastewater
treatment plant. These facilities must be "on-line" by approximately January 1, 2000 to handle
sludge from the new secondary treatment facilities, as the biosolids disposal project has been

Description of Items in Change Order
RFP-16 Lower Grade of 6-inch & 8-inch Drain Line. By letter of November 24, 1998, the
engineer informed the Contractor that the 6-inch and 8-inch drain piping being installed from the
UV/Contact Basin area to the Plant Drain Pump Station area needed to be installed at a lower
grade to provide adequate slope for drainage from the UV area. In a letter dated January 22,
the Contractor submitted proposed costs of $5,171.00 for this work, but this cost specifically
excluded rock excavation. Subsequent to this, the entire question of rock excavation in pipe
trenches throughout the site was addressed in RFP-79; the cost of such rock excavation was
agreed to include what would have been the cost of normal installation. By letter of August 17,
the Engineer stated that, since the deeper pipe trench was paid for under RFP-79 as rock
excavation, this RFP would be included in a forthcoming change order as a "no-cost" change.
RFP-47 Headworks Grit and Screenings Area Revisions. By letter of March 3, 1999, the
engineer informed the Contractor of a number of revisions at the grit and screenings areas at
the Headworks, to provide better drainage, improved cleanliness and ease of maintenance, and
convenience of construction. In a letter dated April 5, 1999, the contractor submitted proposed
costs of $4,643.00 for these changes. Following discussions, the Contractor submitted revised
proposed costs of $3,360.00 for this work in an August 26, 1999 letter. After review, the
Engineer informed the Contractor by letter of August 26 that these costs were acceptable and
would be included in a forthcoming change order.
RFP-59 RASNVAS Pump Station Window Sills. In RFI-60, details for the sills for the aluminum
windows in the RASANAS Pump Station were supplied; they were not in the original Plans. By
letter of March 23, 1999, after the supplier indicated that additional costs were involved, the
Engineer established RFP-59. In a letter dated June 18, 1999, the Contractor submitted
proposed costs of $2,199.00 for this work. After review, the Engineer informed the Contractor
by letter of August 18, 1999 that the costs were acceptable and would be included in a
forthcoming change order.
RFP-74 Headworks Grit Chamber Area Slab Elevation Revisions. By letter of April 23, 1999,
the Engineer informed the Contractor of revisions to slab finish grade elevations around the grit
chamber, to match existing concrete elevations; this included slightly revised stair riser heights
and ramp elevations. This scope was modified by subsequent letter of April 26, 1999. In a
letter dated August 27, 1999, the Contractor submitted a proposed "no-cost" for these revisions.
After review, the Engineer informed the Contractor by letter of August 30, 1999 that this would
be included in a forthcoming change order as such.
RFP-75 Revise Monorail System Cal3acity. By letter of April 23, 1999, the Engineer informed
the Contractor of a reduction in the capacity of the monorail in the RAS/WAS Pump Station
from eight tons to six tons. In a letter dated August 19, 1999, the Contractor submitted
proposed credits of ($3,183.00) for this revision. After review, the Engineer informed the
Contractor by letter of August 23, 1999 that this amount would be included in a forthcoming
change order.

RFP-102 Temporary Final Effluent Pipeline. On July 15, 1999, when excavating for the
northern extension of the effluent box on the west end of the UV/Re-Aeration Structure, a
concrete thrust block on the existing pie was uncovered. This conflicted with necessary
construction of the box extension; the Contractor believed this was a differing condition, and
submitted proposed costs of $11,603.00 for a temporary 18-inch final effluent pipeline.
Following discussions, the Engineer informed the Contractor by letter of July 16 that this was
additional work, and proposed that the Contractor's submitted costs be used, if the temporary
pipeline were sized at 24-inches. In a letter dated July 19, the Contractor agreed that a 24-inch
temporary final effluent pipeline would be installed for that cost; by subsequent letter of July 19,
the Engineer informed the Contractor that this amount would be included in a forthcoming
change order.
RFP-106 Modify Upper Portion of Stairs at Northeast Portion of Oxidation Ditch. By letter of
July 27, 1999, the Engineer informed the Contractor of the need to modify the upper portion of
the stairs on the east side of the Oxidation Ditch, as this run of concrete stairs crosses the
transverse expansion joint in the structure. The top portion of the stairs should be connected to
the upper platform and have an expansion joint with slide plate where this portion rests on the
intermediate platform. In a letter dated August 11, 1999, the Contractor submitted proposed
costs of $1,143.00 for this modification. After review, the Engineer informed the Contractor by
letter of August 16, 1999 that this amount would be included in a forthcoming change order.
RFP-113 Hydrostatic Pressure Relief Valves for Oxidation Ditch Structure. By letter of August
25, 1999, the Engineer noted movement in the slab of the anoxic zone in Oxidation Ditch No.1
(western basin) and seepage of water through the joint. The Contractor was informed that
ground water hydrostatic pressure relief valves should be installed in each of the two basins, six
relief valves in each basin's anoxic zone. In a letter dated August 27, the Contractor submitted
proposed costs of $6,651.00 for this work. After review, the Engineer informed the Contractor
by letter of September 9, 1999 that this amount would be included in a forthcoming change
order.
RFP-117 Delete Headworks Ramp. By letter of September 1, 1999, the Engineer informed the
Contractor of a change in the location of the ramp on the east side of the Headworks. It was
originally shown in the middle of the Headworks but, in previous discussions, it was to be
moved to the south to avoid conflict with installation of electrical panels. The Engineer
indicated that it should be moved further south, between the southernmost scrubber and the
stairs being installed on the north side of the new influent junction box under RFP-50; this
should be a "no-cost" change. In a subsequent letter dated September 8, the Engineer noted
that locating the ramp there would result in a very steep ramp and would conflict with a
freezeless yard hydrant. It was decided to delete the ramp and, in its place, construct a small
retaining wall alongside the stairs as a "no-cost" change. The Engineer indicated that this
would be included in a forthcoming change order as such.
