HomeMy WebLinkAbout1995-1208 GOAL SETTINGCity of Ashland COUNCIL GOAL SETTING SESSION December 8 & 9, 1995 CALLED TO ORDER at 3:00 p.m. Attendance: Mayor Golden, Councilors Reid, Hauck, Hagen, Laws, Thompson and Wheeldon, City Administrator Almquist, City Recorder Christensen, staff Lovrovich, Turner, Wanderschied, Nolte, McLaughlin, Brown, Olsen, Woodley and local press. Goal setting session was conducted by Kent Layden of Kent Layden Solutions. EXPECTATIONS OF COEIMCIL AND STAFF: Councilor Reid: Video taping of Council meetings; Hiring of Public Works Director; reviewing 95-96 goals. Councilor Thompson: Focus on long term; solving problem of unambiguous directions for staff. Councilor Hauck: Questions where we are now; would like to see consensus from Council on adding to staff load. Councilor Wheeldon: Assessment of what can be done by staff; goals. Mayor Golden: Common goals for council and public; setting priorities. Councilor Laws: Review past and future city goals; staff, Council and public concerns addressed; broad work plan that staff can work with. Councilor Hagen: Transportation issues. Fire Chief Woodley: Confirmation on department goals by council, whether they are compatible with public goals. Public Works Jim Olsen: Would like to know expectations and goals by Council. Police Chief Brown: Short/Long term community goals by Council. Planning Director McLaughlin: Prioritize projects and Council to commit and hold to decisions. Conservation Manager Wanderschied: Finish last years goals before adding new goals. Finance Director Turner: Budget process. Electric Director Lovrovich: Confirmation by Council to complete expectations by Council. REVIEW STATUS OF 1995-96 GOALS Resolve the funding issue for wildfire fuels reduction. Ongoing issue, does not need to be carried forward into 1996-97 goals. Commit to an ongoing matching grant program for LID sidewalk construction in existing neighborhoods, not to exceed $30,000 per year. Ongoing issue, does not need to be carried forward into 1996-97 goals. Prepare plan of options for reduction of dependence on electric utility revenues. Ongoing issue, does not need to be carried forward into 1996-97 goals. Resolve office building/space needs issue. Continue with goal into 1996-97. Develop and implement a citizen/government communication program which includes citizen input. Program implemented and developing currently. REVIEW OF CITIZEN SURVEY Consensus by Council that survey should be done on an annual basis. Discussion regarding results included: 1) Population growth fast vs. slow; 2) Transportation problem; 3) Economic growth and development; 4) Environmental concerns; 5) livability standards; and 6) Affordable Housing. TENTATIVE COUNCIL GOALS/DIRECTION Neighborhood integrity and diversify transportation options. Re-enforcing livability. Streetscapes and walkability are important. Covers such things as hedges, porches, dead trees, etc. 1996-97 Council Goal. Fund taping and library of Council and other Public meetings. City Recorder's office will video tape and make available Council Meetings to interested members and the public. Video tapes will be available for one year. Agree upon priorities for Departmental workflow that balances short and longer term. Integrated into 1996-97 Council Goals. Review Board for CUP/Neighborhood zoning interface. Note to staff; Planning Department will consider CUP when Railroad District is reviewed. Land for Transportation Center. Note to staff; Administration will continue to explore purchase of land for a Transportation Center that ensures the option for a future rail link. Central-Ashland/Jackson Road bicycle connection. Note to staff; Administration will work with School District and RVTD to develop a bus route to East Main and Walker that serves the Pacific NWMuseum of Natural History. Bicycle patrol of Railroad District. Note to staff; Police Department consider extending bicycle patrol through Railroad District. Vogel property. Note to staff; City Administrator recontact to see viability of Vogel property. Lost Creek Water. Council note; interested in staff efforts respecting Lost Creek water. Take a look at economic population growth. 1996-97 Council Goal. development and relationship to Valdez principles. Environmental issues. Council note; interested in staff efforts respecting enhancement of employee sensitivity to the environment. Land use/transportation strategythat reduces ratio of traffic to population from 4 to 1. Integrated into 1996-97 Council Goals. Review impact of technology and determine City role in new developments. Note to staff; Councilor Hauck will study and report back to Council recommendations for the City's role in economic development. Possibly use SOSC interns to assist. Examine fees and funding sources to solve problems. Council note; interested in staff efforts respecting broadening of City revenue base through updates of SDC's and consideration of fees. Look at multi-modal efforts/consider coordinator. Integrated into 1996-97 Council Goals. transportation Non-point source pollution. Integrated into 1996-97 Council Goals. 1996-97 COUNCIL GOALS: Encourage alternative transportation modes through such means as: · Encourage streetscape improvements that improve walkability such as code enforcement to remove barriers (dead trees, tall hedges, etc.) · complete negotiations for bicycle access from Jackson to Crowson Roads along the railroad tracks. , Explore development of a transportation coordinator position. 2. Assist in siting a Teen Center. Re-examine growth management policies as they affect density, transportation and City Services. Resolve office building/space needs issue. (carry over from 1995-96).
