Council Study Session/Joint Ashland Community Hospital
December 12, 1995
Meeting called to order at 7:05 p.m.
Attendance: Mayor Golden and Councilors Thompson, Hauck, Reid, Hagen and Laws;
Ashland Community Hospital Committee members Dr. Maurer, Mary Christine, and Glenda
Cole; City Administrator Almquist, City Attorney Nolte, Finance Director Turner, City
Recorder Christensen and local media.
A. Introduction, Chan~,es and Challenees to Healthcare Providers by Hospital
Administrator James Watson.
Watson explained the changes and challenges that were facing Healthcare providers. Because
of the hospitals municipal structure it is in a unique situation compared to other Healthcare
providers.
Stated that the risk in providing services have shifted from the insurance companies to the
providers. Because of the changing structure, hospitals are finding it necessary to "group
up" with other entities that would allow the facility to remain attractive to managed care
groups in securing their contracts.
Ashland Community Hospital is currently networking with Health Future.
Stated that in order for the hospital to remain a player in the healthcare field they would need
to be able to invest in for-profit corporations. It is also important that the hospital be able to
contract with confidentiality.
B. Corporate Structure Concept by Jim Whitman.
Handout was provided outlining proposed restructured relationship between the City of
Ashland and Ashland Community Hospital.
Discussion relating to the proposed restructure involving public awareness and how to let
public know of the advantages of this proposal.
Council was in agreement that the public should be made aware as soon as possible through
mailings with the utility billing, local media and opportunity made for Public Hearing.
Council gave general consensus for Ashland Community Hospital Steering Committee to
proceed with restructuring concept.
