the problem of companion animal overpopulation costs the taxpayers of
the country millions of dollars through animal control programs aimed
at coping with the millions of unwanted dogs and cats; and
WHEREAS, spaying and neutering dogs and cats has been shown to drastically
reduce dog and cat overpopulation; and
veterinarians, humane societies, national and local animal protection
organizations have joined together to advocate the spaying and
neutering of companion animals during National Prevent a Litter
Month:
Now, therefore, I do hereby proclaim the month of February 1998 as
"Prevent a Litter Month
in the City of Ashland and urge all citizens to observe this month by having their own
dogs and cats spayed or neutered or by sponsoring the spaying or neutering of another
person's dog or cat.
