HomeMy WebLinkAbout1999-158 CONT AMND #7 - Carollo Engineers AMENDMENT NO. 7 TO ENGINEERING SERVICES CONTRACT FOR PHASE I OF THE CITY OF ASHLAND WASTEWATER TREATMENT PLANT IMPROVEMENTS PROJECT The Engineering Services Contract (Agreement) between the City of Ashland (City) and Carollo Engineers (Engineer), dated November 5, 1996 for Phase I of the Wastewater Treatment Plant Upgrade Project is hereby amended as set forth herein. Introduction This amendment is limited to engineering services related to the design of the off-site facilities, value engineering, improvements at the WWTP and interim sludge handling facilities. These services are in addition to those services identified in Exhibit 1 to the Agreement and the work detailed in Amendments No. 1 through 6 to that Agreement. Scope of Services Task 7.10 - Interim Sludge Handling Improvements 7.1.1 - Final Design of Lime Stabilization Facility Complete final design of interim sludge stabilization facilities including a lime storage silo, a lime hopper, a lime mix tank, a roof over and new walls in the existing aerobic digester, piping modifications, mixing equipment, and associated structural, electrical and instrumentation modifications. Plans and specifications would be for the construction of the facility as a change order to the existing contract. The design would be based upon a injecting liquid lime into a WAS pipeline that discharges into one of four compartments in the aerobic digester. There would be a twenty-four-hour holding period in the compartment to meet the Part 503 regulations. Sludge would be land applied after the time and pH requirements were met. Specifications would be prepared for the silo and lime equipment, the roof over the holding tank, and the associated control descriptions. Both 50% and 100% plans would be submitted for review. Cost estimates will be completed at the 50% and 100% complete stages. This subtask will be invoiced on a time and materials basis in accordance with the attached fee schedule. The compensation for this subtask shall not exceed $60,000 without wdtten authorization from the City. 7.1.2 - DEQ Coordination Attend two meetings with the DEQ to review the interim sludge handling plans and obtain their approval. Submit plans and specifications in advance of the meeting. This subtask will be invoiced on a time and materials basis in accordance with the attached fee schedule. The compensation for this subtask shall not exceed $5,000 without written authorization from the 7.1.3 - Public Meetings Attend one public meeting to review the interim sludge handling plan with the wastewater treatment planrs immediate neighbors. Prepare necessary materials for presentation. This subtask will be invoiced on a time and materials basis in accordance with the attached fee schedule. The compensation for this subtask shall not exceed $4,500 without written authorization from the City. C:\MyFiles\WordPeffectdocs~,shlandamend7.wpd Paula Brown City of Ashland July 6, 1999 Page: 2 7.1.4 - Visit Other Lime Stabilization Facilities Arrange to visit up to three treatment plants that currently use lime stabilization to meet the Part 503 regulations. The City would pay the travel expenses for its employees and the time expenses for Carollo Engineers' employees. This subtask will be invoiced on a time and materials basis in accordance with the attached fee schedule. The compensation for this subtask shall not exceed $7,000 without written authorization from the City. Task 7.20 - Value Engineering Participate in the value engineering sessions for Project B (off-site facilities) as required by DEQ. Prepare design team response to VE team's recommendations in the form of a letter report. The compensation for this task shall be invoiced on a lump sum basis. The lump sum compensation for this task shall be $6,000. Task 7.30 - Evaluation of Treatment Options Prepare a letter report that evaluates treatment options including production of Level IV wastewater, discharge to Ashland Creek on a year-around basis, and alternative solids handling. The letter report is to be developed in response to public concerns and City Council concerns regarding the project and the use of the off-site property for effluent irrigation and biosolids application. The compensation for this task shall be invoiced on a lump sums basis. The lump sum compensation for this task shall be $15,000. Task 7.40 - Design of 24-inch Influent Sewer Design a new 24-inch PVC influent sewer between Oak Street and the Ashland Creek Pump Station (approx. 1,650 If) per the partially completed drawings provided to Engineer by the City. The compensation for this task shall be invoiced on a lump sum basis. The lump sum compensation for this task shall be $8,500. Task 7.50 - Wetlands Delineation Delineate the wetlands on the city-owned property to be used for beneficial effluent and biosolids application. Prepare a report for the City with field data compiled as required by regulatory agencies showing wetland and non-wetland conditions, and documenting existing site conditions in relation to jurisdictional wetlands. The compensation for this task shall be invoiced on a lump sum basis. The lump sum compensation for this task shall be $9,000. Task 7.60 - Wetlands Permittina Prepare and submit a wetlands fill/removal application tot he Corps of Engineers and the Division of State Lands. The application will include the standard application form with attachments describing public need to impact jurisdictional wetlands as well as an analysis demonstrating how the site layout has been designed to minimize the loss of wetland by avoiding sensitive wetland areas and eliminating unnecessary wetland impacts. Prepare a nominal mitigation plan and obtain variance to allow for temporary work to take place in Bear Creek. The compensation for this task shall be invoiced on a lump sum basis. It was determined during the early geotechnical investigations that the soil conditions warranted unanticipated additional investigations and geotechnical analysis. These additional services shall be invoiced in on a lump sum basis. The lump sum compensation for this task shall be $24,000· Milestone Completion Dates A schedule for the services to be performed is as follows: Task 7.1 50 Percent Drawings and Specifications by: Final Drawings and Specifications: August 20, 1999 Within 30 days of receipt of City comments· All other tasks to be completed by August 1, 1999 Deliverablea The engineer shall prepare and submit to the City the following work products related to the tasks in this Amendment: 4. 5. 6. 7. 50 percent drawings and additional specifications (Task 7.1 ), 100 percent drawings and additional specifications in format suitable for inclusion as Change Order. (Task 7.1 ), Cost Estimates (50% and Final) (Task 7.1 ), VE response report, Wetlands delineation report, Wetland permit application and nominal mitigation plan, Final drawings and specifications for influent sewer design. Compensation This Amendment No. 7 increases the authorized contract amount from $ 3,970,614 to $4,117, 114. For lump sum tasks, monthly invoices will be submitted based on Engineer's estimate of the percentage of completion of the work. For all other tasks, the Engineer shall invoice in accordance with the attached fee schedule.
