Description of Items in Change Order
RFP-24 Air & Vacuum Valve and Relief Valve Revisions for Reclaimed Water (Effluent) and
No.3 Water Piping. By letter of January 4, 1999, the Engineer informed the Contractor of the
need to revise the air & vacuum valves on the discharge of the effluent and No.3 water pumps,
and to delete the relief valves shown. In a letter dated February 16, the Contractor submitted
proposed costs of $932.00 for these revisions. After review, the Engineer informed the
Contractor by letter of July 26, 1999 that this amount would be included in a forthcoming
change order.
RFP-68 V-Notch Weirs for Secondary Clarifier Nos. 1 and 2. In RFI-1046, the need for new V-
notch weirs in Secondary Clarifier Nos. 1 and 2 was established. These were requested by
letter of April 12, 1999, along with stainless steel anchors. In a letter dated April 20, the
Contractor submitted proposed costs of $26,706.00 for this work. After review, the Engineer
informed the Contractor by letter of April 21, 1999 that this amount would be included in a
fodhcoming change order.
RFP-72 Secondary Clarifier No. 3 Relocation. By letters of April 19 and 20, 1999, the Engineer
confirmed discussions in the field that Secondary Cladtier No. 3 could be relocated four feet
north and two feet west, to facilitate construction, with the understanding that this would be a
"no-cost" change. The Contractor provided a verbal concurrence on June 4; the Engineer then
informed the Contractor by letter of June 4, 1999 that this would be included in a forthcoming
change order as such.
RFP-76 Fire Extinguisher Type and Location. In RFI-82, the Contractor queried the number
and location of fire extinguishers required; the Engineer provided quantities and indicated that
an RFP would be issued. By letter of April 23, the Engineer provided precise locations of each
size/type of fire extinguisher, based on consultations with the Ashland Fire Marshall; some of
these are shown on the Plans, others are added per the RFP. In a letter dated April 26, the
Contractor submitted proposed costs of $2,093.00 for the additional fire extinguishers. After
review, the Engineer informed the Contractor by letter of April 28, 1999 that, since a painted red
square is required around each wall-hung unit, the costs were acceptable and would be
included in a forthcoming change order as an increase in Contract Price.
RFP-77 Revision to Polyethylene NaOH Storage Tank. In Shop Drawing 13208-0209, the
supplier offered a credit for reducing the wall thickness of the polyethylene storage tank for
sodium hydroxide; by letter of April 28, 1999, the Engineer informed the Contractor that this
was acceptable, and that a total credit of ($1,050.00) should be included in a forthcoming
change order as a decrease in Contract Price. The Contractor provided a verbal concurrence
on June 4; the Engineer then informed the Contractor by letter of June 7, 1999 that this would
be included in a forthcoming change order as such.
RFP-81 Anchor Bolts (Modification of Typical Detail S310). In RF1-1053, a modification of
equipment anchor bolts, as shown in Typical Detail S310, was discussed, and a change
proposed to allow anchor bolts to be drilled in and epoxied in place, with an embedment of at
least 15 diameters. By letter of May 19, 1999, the Engineer informed the Contractor that the
use of drilled and epoxied anchor bolts would be acceptable for equipment and pumps, with the
exception of the WAS pumps (Abel Pumps) in the RAS/WAS Pump Station, and that this would
be a "no-cost" change. The Contractor provided a verbal concurrence on June 4; the Engineer
then informed the Contractor by letter of June 4, 1999 that this would be included in a
forthcoming change order as such.
RFP-83 Masonry Reinforcing & Anchor Bolt Revisions, RASANAS Pump Station. In RF1-1054,
revisions to reinforcing steel in pilasters and in the walls of the RASANAS Pump Station, and to
the size and spacing of anchor bolts for the ledger supporting the interior ceiling were allowed.
By letter of May 25, 1999, the Engineer confirmed the changes and proposed that they be
considered a "no-cost" change. The Contractor provided a verbal concurrence on June 4; the
Engineer then informed the Contractor by letter of June 4, 1999 that this would be included in a
forthcoming change order as such.
RFP-86 Pig Launcher and Valves. By letter of May 27, 1999, the Engineer informed the
Contractor that, in order to allow the pipe-cleaning "pig" to leave the pig launcher, the 8-inch
eccentric plug valve and 8"X6" reducer shown at the launcher should be moved to under the
WAS surge tank, and the 6-inch gate valve shown there should be mounted on the pig
launcher; also, the outlet of the surge tank should be increased to an 8-inch size. The Engineer
proposed that this be considered a "no-cost" change. The Contractor provided a verbal
concurrence on June 4; the Engineer then informed the Contractor by letter of June 4, 1999
that this would be included in a forthcoming change order as such.
RFP-91 Revise Safety Shower at Sodium Hydroxide Tank. By letter of June 10, 1999, the
Engineer informed the Contractor of the need to revise the safety shower & eyewash station at
the NaOH storage tank containment area to one with heat tracing and insulation, to assure
operation even in cold weather. In a letter dated June 14, the Contractor submitted proposed
costs of $2,177.00 for this revision. After review, the Engineer informed the Contractor by letter
of June 15, 1999 that this amount would be included in a forthcoming change order.

Description of Items in Change Order
RFP-26 Relocation of Electrical MH-5 & HH-6 and Manhole Drains. By letter of January 5,
1999, the Engineer informed the Contractor of the desire to relocate electrical MH-5 and HH-6
onto higher ground to the east, to avoid potential flooding, and to install drains in these units
and in MH-7 and HH-8. The relocated MH-5 and HH-6 would be installed in the additional
embankment fill placed west of the RAS/WAS Pump Station under another RFP. In a letter
dated May 21, the Contractor initially proposed this be a no-cost change. Following discussion,
the Contractor submitted a revised proposed credit of ($1,206.00) for this relocation. After
review, the Engineer informed the Contractor by letter of July 1, 1999 that this amount would be
included in a forthcoming change order.
RFP-42 Reduce Size of Electrical Room ACU-R1. In response to a query by the mechanical
sUbcontractor, the size of the air conditioning unit for the electrical room of the RAS/WAS Pump
Station was reviewed, with the conclusion that it be reduced. By letter of February 23, 1999,
the Engineer informed the Contractor of the plan to reduce ACU-R1 from a 15-ton unit to a
12.5-ton unit. In a letter dated March 25, the Contractor submitted proposed credits of
($1,200.00) for this change. Following discussions, a revised credit of ($1,833.00) was agreed
upon; this was confirmed by the Engineer in a letter dated July 2, 1999.
RFP-78 Revision to Interior Window in RAS/WAS Pump Station. By letter of May 5, 1999, the
Engineer informed the Contractor of the need to revise the interior window (re-lite) between the
office and the electrical room in the RAS/WAS Pump Station from an aluminum frame to a
hollow metal frame. In a letter dated June 29, the Contractor submitted proposed costs of
$78.00 for this revision. Following review and discussions with the supplier, the supplier's
estimate was revised, and the Engineer informed the Contractor by letter of July 2, 1999 that a
revised amount of $23.00 would be included in a forthcoming change order.
RFP-93 Valving for Pump in Temporary Sludge Piping. By letter of June 11, 1999, the
Engineer informed the Contractor of the WWTP staff request to install two tees and three
valves in the temporary sludge piping, to allow a pump to be used to lower the level in the
sludge holding tank. In a letter dated June 16, the Contractor submitted a proposed cost of
$1,1 93.00 for this work. After discussion, the Contractor submitted a revised proposal of a no-
cost change that same day. After review, the Engineer informed the Contractor by letter of July
21, 1999 that this work would be included in a forthcoming change order as such.
RFP-94 Provide Drain for Heat Pump HPU-R1. Following discussions in the field, the
Contractor informed the Engineer by letter of May 18, 1999, that a drain could be provided for
HPU-R1, located in the office of the RASNVAS Pump Station, to avoid "dripping" onto the
walkway and stairs below. By letter of June 17, 1999, the Engineer formalized the discussions
and requested that the drain be provided. In a subsequent letter dated June 25, the Contractor
submitted proposed costs of $587.00 for this work. After review, the Engineer informed the
Contractor by letter of July 6, 1999 that this amount would be included in a forthcoming change
order.
RFP-95 Angle for Pilaster and 6X14 Girder in RASANAS Pump Station. In RFI-102, the
Contractor noted a difficulty in supporting the 6X14 girder across the ceiling of the electrical
room in the RASNVAS Pump Station, as the girder would be immediately adjacent to the

pilaster in the eastern masonry wall of the room. By letter of June 25, the Engineer informed
the contractor that a fabricated angle bracket would be required for the necessary support. In a
letter dated June 29, the Contractor submitted proposed costs of $306.00 for this work. After
review, the Engineer informed the Contractor by letter of July 2, 1999 that this amount would be
included in a forthcoming change order.
RFP-96 (revised) Paint SecondaN Clarifier No. 2 & Revise Coating on Clarifier Nos. I & 3. By
letter of June 25, 1999, the Engineer informed the Contractor that the City wished to consider
painting Secondary Clarifier No. 2, since Clarifier Nos. 1 & 3 are being coated. The contractor
submitted proposed costs of $44,110.00 for this work in a letter dated July 2. Following review
and discussions, the Engineer revised the scope of work by letter of July 6, including use of
high solids epoxy on all three secondary clarifiers and allowing "near-white" blast cleaning of
Secondary Clarifier No. 2, with the work on that unit to be in the spring or summer of 2000. In a
subsequent letter dated July 8, the Contractor submitted proposed costs of $35,323.00 for the
revised work. After review, the Engineer informed the Contractor by letter of July 15, 1999 that
this amount would be included in a forthcoming change order.
RFP-98 Abel Pump Freight Costs. By letter of July 6, 1999, the Engineer noted that there
were discussions early in the project regarding cost differences in the pre-negotiated price for
the Abel Pumps; at that time, it was agreed that the City would pay for the freight costs for the
pumps. An invoice for $3,382.00 for the freight had been received by the Contractor, and the
Engineer confirmed that this amount would be included in a forthcoming change order.
RFP-99 Revise Temporary Piping to Primary Clarifier. By letter of July 6, 1999, the Engineer
informed the Contractor that the temporary piping arrangement for the two raw sewage force
mains, discharging to the primary clarifier, was causing a process upset to the cladtier; the
piping needed to be extended out to the middle of the clarifier and supported from a steel
beam. In a letter dated July 16, the Contractor submitted proposed costs of $4,419.00 for this
work. Following review and discussions, the Contractor submitted revised proposed costs of
$3,863.00 by letter dated July 26. After review, the Engineer informed the Contractor by letter
of July 27, 1999 that this amount would be included in a forthcoming change order.

Description of Items in Change Order
RFP-34 UPS System for SCADA Remote I/O Panel No. 1. By letter of January 22, 1999, the
Engineer informed the Contractor that the UPS (uninterruptible power supply) for SCADA
Remote I/O Panel No. 1 in the UV area could be reduced from 4.3 KVA to 1.8 KVA. In a letter
dated July 7, the Contractor proposed that this be a "no-cost" change. After review, the
Engineer informed the Contractor by letter of July 21, 1999 that this revision would be included
in a forthcoming change order as such.
RFP-97 Electrical Revision for Heat Pump HPU-R1. By letter of July 6, 1999, the Engineer
informed the Contractor a change in the power to heat pump HPU-R1 was required, to provide
208/230 volt single phase power. The Engineer noted that this had been discussed with the
electrical subcontractor along with RFP-26 and would be considered a "no-cost" change, and
would be included in a fodhcoming change order as such.
RFP-100 New Raw Sewage Force Main (PRS). By letter of July 14, 1999, the Engineer
informed the Contractor of the plan to construct a new, 18-inch ductile iron pipe force main from
a point near the proposed new Ashland Creek Pump Station to the new Headworks Infiuent
Junction Box. By letter dated July 27, the Contractor submitted proposed costs of $79,053.00
for this work. After review, the Engineer informed the Contractor by letter of July 27, 1999 that
this amount would be included in a forthcoming change order.
RFP-104 Replace Hydrostatic Relief Valve in Contact/UV Structure. By letter of July 19, 1999,
the Engineer informed the Contractor that a damaged hydrostatic relief valve in the north half of
the contact/UV structure should be replaced with a new valve. On July 21, the Contractor
submitted a proposed cost of $75,00 for the new valve. After review, the Engineer informed the
Contractor by letter of July 21, 1999 that this amount would be included in a forthcoming
change order.

Description of Items in Change Order
RFP-105 New Ashland Creek Pump Station. During the spring of 1999, discussions were held
regarding the need to replace the existing Ashland Creek Pump Station. The existing facility
was old, lacked sufficient capacity, was a continual maintenance problem with frequent
breakdowns of equipment, and posed a real safety problem for operator access. The decision
was reached to replace the facility with a new pump station incorporating submersible pumps,
adjacent to the existing facility. The Contractor's input was solicited during design, to facilitate
construction and hold costs down. On July 26, 1999, the Engineer established this RFP; draft
drawings and specifications were supplied to the Contractor on July 20. In late July, the
Engineer and the Contractor met to discuss estimated costs for the facility. By letter of August
6, the Engineer transmitted final drawings and specifications, along with a scope of work for the
construction of the new pump station. The work included boring under Ashland Creek for
installation of new sewer piping and process pipelines to carry effluent and biosolids to the
offsite facility under a subsequent project, as well as demolition of the existing facility when the
new pump station is completed. In a transmittal dated August 14, the Contractor submitted
proposed costs of $1,136,000.00 and proposed minor changes to the scope of work. Following
review, the Engineer informed the Contractor by letter of August 16, 1999, that the revisions to
the scope of work and the costs were acceptable, and the costs would be included in a
forthcoming change order as an increase in Contract Price.
