HomeMy WebLinkAbout1989-0718 REG MINMINUTES OF THE REGULAR MEETING ASHLAND CITY COUNCIL JULY 18, 1989 PLEDGE OF ALLEGIANCE Mayor Catherine Golden called the meeting to order at 7:35 P.M. on the above date in the Council Chambers. Donovan, Reid, and Winthrop were present. Williams, Acklin and Arnold were absent. APPROVAL OF MINUTES Donovan moved to approve the minutes of the executive session and regular meeting of July 5, 1989; Reid seconded the motion which carried on voice vote. NEW & MISCELLANEOUS BUSINESS Clean Air Fair A letter was received from Paul Wyntergreen of the Oregon Environmental Council requesting that Ashland participate in the Clean Air Fair to be held at the Britt Festival grounds on September 30th. Ashland's share of the cost will be $1500. Wyntergreen said it is an effort to provide air quality education prior to the next heating season. Donovan suggested that the Council of Governments be approached to assist the smaller towns which might not have the necessary funds to help sponsor the fair. Winthrop moved to approve the request, Donovan seconded the motion which carried on voice vote. Reid asked for a follow-up report from Wyntergreen. PUBLIC FORUM No response. ORDINANCES, RESOLUTIONS & CONTRACTS Set Public Hearing - Wightman Street L.I.D. A resolution was read setting a public hearing on the Wightman Street L.I.D. for August 15, 1989. Mayor Golden would like bikepaths to be installed on both sides of the street to accommodate future needs. Reid does not think bikepaths on both sides is necessary but would like sidewalks to be installed. Donovan suggested referring the bikepath issue to the Bicycle Commission. City Adm. Almquist said the design of the street has not been done and will pass these concerns on to Public Works Director Hall. Reid moved to adopt the resolution, Donovan seconded and the motion passed unanimously on roll call vote. Reid asked that the bikepaths at Walker School be patrolled so cars won't park on them when children are being picked up. (Reso. #89-33) Regular Meeting - Ashland City Council - July 18, 1989 - Page One Initiate Public Hearings - Land-use Ordinance Amendments The resolution of intention to initiate public hearings before the Planning Commission on various amendments to the Land-use Ordinance was read and Winthrop moved to adopt same. Reid seconded and the motion passed unanimously on roll call vote. (Reso. #89-32) OTHER BUSINESS FROM COUNCIL MEMBERS Almquist noted a letter from George Gwinnutt, BPA, in which he praised the efforts of Energy Conservation Coordinator Dick Wanderscheid. Reid is looking forward to the Recycling Conference and will bring back a report at the August 15 Council meeting. Mayor Golden thanked the Police Department for closing off Winburn Way for the Monday night Ballet in the Park. ADJOURNMENT The meeting adjourned at 8:00 P.M.
