HomeMy WebLinkAbout1988-0301 REG MINMINUTES OF THE REGULAR MEETING ASHLAND CITY COUNCIL March 1, 1988 ROLL CALL SPECIAL AGENDA ITEMS: Teacher of Month "Bells Across America" Bi-Centennial Committee Super Good Cents Awards - BPA Appointment to Chair of BPST APPROVAL OF MINIFEES Mayor L. Gordon Medaris led the Pledge of Allegiance and called the meeting to order at 7:30 P.M. on the above date in the Council Chambers. Elerath, Reid, Williams, Acklin, and Arnold were present. Laws was absent. Mayor Medaris noted that Councilor Acklin had been honored as "Teacher of the Month". He then read the "Bells Across America" certificate and presented one to each of the following representatives of the organizations which had participated in the bell- ringing on Sept. 17 in honor of the Bi-Centennial of the U.S. Constitution: Kay Atwood, Trinity Episcopal Church; Marjorie Howard, First Methodist Church; Stan Jobe, First Presbyterian Church; Beth Barnes, S.O.S.C.; and Brian Almquist, City of Ashland. The following members of the Bi-Centennial Committee were presented Certificates of Appreciation mounted on plaques, for their efforts in the celebration of our Country's 200th Birthday: Linda Ryan, Pat Acklin and Harry Skerry. Mayor Medaris also thanked the many other individuals who helped make the celebration a s~ccess. Dick Wanderscheid, Energy Conservation Coordinator, was honored for winning the 1987 Super Group Award from BPA for outstanding contributions to the Super Good Cents Program in the Northwest Region. Larry Medinger, a local builder, was also honored for receiving the Regional Award for building 14 Super Good Cents homes in 1987. He also received $1,000 in advertising for winning this award. Mayor Medaris congratulated Police Chief Vic Lively on his appointment as Chairman of the Board on Police Standards & Training. Mayor Medaris explained the functions of the Board. Acklin moved to approve the minutes of the executive session and regular meeting of February 16, 1988; Willjams seconded the motion which passed unanimously on voice vote. /1/88 P. i Re~llar Meeting Ashland City Council _~/1/88 P- 2 COMMUNICATIONS, PETITIONS & REMONSTRANCES: Liquor Licence Police Chief Vic Lively had requested earlier that the Oh J's liquor license for Oh J's Place of Ribs, 1700 Ashland St., be removed from the agenda until further notice. Liquor License China Station The liquor license application for change of location for the China Station, 75 N. Main St., has been recom- mended for approval by the Police Department. Reid so moved, Acklin seconded the motion which passed unani- mously on voice vote. Liquor License Mark Antony City Administrator Almquist made mention of the letter from the Stand-By Corporation's attorney, G. Jefferson Campbell, Jr., which had been included in Council packet and a later letter distributed to Council prior to the meeting. Arnold moved to reconsider the application and Williams seconded the motion. It passed unanimously on voice vote. Mr. Campbell reviewed the above-mentioned letter and reported arrangements had been made to pay the current property taxes accrued since Stand-By Corp. took over the Mark Antony. Robert Brodeur, 1801 Siskiyou Blvd., said he is providing the funds for the tax payment and the hotel is becoming a menace due to vandalism and fires set inside. Police Chief Lively confirmed this and said it is becoming an attractive nuisance. Councilor Arnold asked Brodeur if he was willing to make a commitment and pay hotel/motel taxes and utility bills as they become due, and Brodeur said yes and he hopes to sell it this summer. He plans to open the lounge this April and the hotel later. Reid noted Brodeur had paid taxes when managing the hotel last summer and he should be allowed to keep it open. Arnold said the payment of approximately $3900 property taxes and commitment to pay hotel/motel tax demonstrates good faith. Mayor Medaris said he would like to see the hotel flourish but the back hotel/motel taxes and utility bills are not being addressed. He said citizens have expressed concern about this and he would like to see all the bills paid. Councilor Williams said we're dealing with two different corporations, so will vote for approval. Councilor Elerath said Chapter 11 Bankruptcy is to help them survive and City wouldn't get any payments if the operation was closed down. Arnold moved to approve the transfer of the liquor license to Stand-By Corp. on the condition payment was made of the pro-rata taxes accrued after the date of the transfer in the approximate amount of $3900. Williams seconded the motion which passed unanimously on voice vote. _~/1 /88 P. 2 Meeting Ashland City Council 3/lJ/88 ~ 3 COMMUNICATIONS, PETITIONS & REMONSTRANCES: (Continued) Set Public Hearing A public hearing was set for March 15, 1988 at 7:30 P.A. 88-013 P.M. for an appeal of Planning Action No. 88-013, a P.U.D. at 185 Scenic Dr. NEW & MISCELLANEOUS BUSINESS: Set Public Hearing Finance Director Jill Turner requested a public Supplemental Budg. hearing on the Supplemental Budget be set for March 15, 1988. Council agreed. Yield Sign - "C" St. & 5th St. A memo from the Traffic Safety Commission was read requesting installation of a "Yield" sign on "C" Street at 5th Street. Councilor Arnold, liaison to that Commission, explained that a study of traffic patterns in that area would be done in the next 6 months, and there had been substantial testimony in support of the sign. Reid moved to approve the request and Arnold seconded the motion which passed unanimously on voice vote. Adoption of Findings - Appeal of P.A. 88-002 The findings, conclusions and orders on the appeal of Planning Action No. 88-002, proposed senior housing project on Helman Street, was included in agenda packet. Reid said one of her concerns had been the physical characteristics of the property but this had not been noted in the minutes of the public hearing or in the findings. Arnold moved to adopt same, Williams seconded the motion which passed on voice vote as follows: Elerath, Reid, Williams, and Arnold, YES; Acklin, NO. PUBLIC FORUM No response from the audience. ORDINANCES, RESOLUTIONS & CONTRACTS: Tree Commission Second reading by title only of an ordinance Vacancies concerning vacancies on the Street Tree Commission. Acklin moved to adopt the ordinance, Reid seconded the motion which passed unanimously on roll call vote. (Ref. Ord. #2446) Position Classif. Plan Amendments First reading of an ordinance amending the Position Classification Plan. Arnold moved to second reading, Reid seconded the motion which passed unanimously on voice vote. Elerath asked if reason was for change in salaries and Almquist said no, it was just to clean up the classification manual. Police Dept. Special Svc. Fees First reading of an ordinance concerning Police Department special service fees. He said the Portland D.E.Q. office has agreed to work with us. Meeting Conflicts Councilor Reid noted her Energy Advisory meetings were in conflict with Budget Committee meetings this year. SOSC Name Change Mayor Medaris reported that no one spoke against changing SOSC's name from college to university at a recent meeting of the State Dept. of Education Task Force.
