Proposed representation
Infotech Strategies, Tnc. (ITS), a business consultancy in Washington, DC, is prepared to
enter into a representation of the City of Ashland, Oregon to develop strategic plans and
business partnerships on two different projects related to the Ashland Fiber Network (AFN).
K-12 Proiect
]TS will develop a strategic plan for using the AFN to deliver high quality distance learning
services to the students, parents, administrators, and teachers of the Hedford School
District. The plan will:
· Provide an assessment of the technical capabilities of the AFN for delivering
distance learning services;
· Review distance learning best practices;
· Identify potential partners for delivering distance learning services and providing
other content;
· Provide a cost-benefit analysis for a range of options; and
· Recommend a course of action for rapid implementation.
COST: $11,300 + expenses
University Proiect
iTS will develop a strategic plan for using the AFN to provide a range of value-added
services, including Tnternet access, distance learning, and student services for Southern
Oregon University. The plan will:
· Provide an assessment of the technical capabilities of the AFN for delivering
value-added services to the campus;
· Review best practices for delivering services and information in a pure
broadband environment;
· Identify potential partners for delivering value-added services;
· Provide a cost-benefit analysis for a range of options; and
· Recommend a course of action for rapid implementation.
COST: $11,300 + expenses

This document shall serve as a contract agreement between, Infotech Strategies, Inc.
(ITS), located at 1001 G. St. N.W., Suite 900 East, Washington, DC 20001 and the City
of Ashland located at 20 East Main, Ashland, Oregon 97520.
SCOPE OF WORK
Infotech Strategies agrees to provide certain consulting services to the City of Ashland
as more fully described in the attached revised proposal, dated .lune 16th, 1999.

Our standard practice is to invoice each client at the beginning of the representation
for 50% of the total cost of the project, with the balance of the payment, plus
expenses, due upon completion of the work. ITS will begin its representation of the
City of Ashland on ,luly Ist, 1999 related to the following:

CANCELLAT?ON
Should either party elect to terminate or change the terms of this contract, it must be
done with no less than 30-days prior written notice to the other party.
ACCEPTANCE
If this proposal is acceptable to you, please sign both copies of the agreement and
return one to us at your earliest convenience. Please do not hesitate to give us a call
if you have any questions or comments concerning this agreement. We look forward
to working with you and the City of Ashland in the months ahead.
