Ashland City Council
June 10, 1983
The meeting was called to order at 4:45 p.m. on the above date:
Present were Howard Reid, Laws and Smith. Dale and Acklin were
absent.
Second reading was given an ordinance dispensing with an election
relative to a proposed annexation located North of Crowson Road
and West of I-5 Freeway and setting a public hearing date for
June 21, 1983 at 7:30 p.m. by title only and Laws moved to adopt;
Smith seconded the motion which passed unanimously on roll call
vote.
A Resolution authorizing the execution of a contract with the
Oregon State Highway Division for the installation of a traffic
signal on Siskiyou Blvd., adjacent to Ashland Fire Station No. 1
was read and Smith moved for adoption; Howard seconded, the motion
passed unanimously on roll call.
Almquist reported that the final grant offer from FAA (Federal
Aviation Administration) for improvements at Ashland Municipal
Airport has been received. He said funds available will be
approximately $126,000 made up of 90% grant money and 10% local
match The funds would be used for a 200 ft. displaced threshole
extension, apron paving and land acquistion Almquist reported.
On Reids question, Alsing said the land being purchased is the
Channey property located on the North Easterly side between the
taxi-way and the creek. He said it will take care of future
airport need for hangers and tie-down space.
Reid said she was in favor of the extension for safety but was
not in favor of the land acquistion.
The question of possible industry in the area was brought up and
Almquist explained that a proposed industrial site would be
between East Main and creek. He also noted that the match was
in the budget and was all Airport (FAA) funds.
Smith said in the future the improvements would be more expensive
and there is potential revenue if area acquired is used for tie-
downs.
Resolution accepting grant offer was read and Howard moved to adopt;
Smith seconded and on roll call vote passe~ unanimously.
Almquist reviewed Grant application for Federal Job Bill funding
for Community development projects and said a committee in Salem
will be reviewing and distributing the funds. Almquist said a
prior grant was turned down but adjustements have been made and
he recommends re-submitting the last grant of $600,000. He
reviewed requirements for Jobs Bill money which include a
public hearing before submitting an application and explained
that bonus points would be awarded for housing, public facilities
and business and employment.
Laws question how number of points received for each project was
based. Smith reported that several governmental agencies work
together to determine the points.
Almquist said there would be no City money involved but two
loan people would be needed to administer and their pay would
come out of grant.
All agreed to set public hearing for June 21, 1983.
Almquist reported that he had just received information on another
bill titled Public Works Economic Development Act. He said it
would be a one shot Public Works Project, an 80% grant and
would be a long shot.
He recommended putting an application in for the Hydro-Electric
Generator and asked for authorization to bring back a Reso for
the next regular meeting.
Almquist said further information requested by the Council at the
June 7th meeting has been received from the First Baptist Church
in regards to closure of Winburn Way on July 8th for a concert
in Lithia Park Band Shell. Request has been cleared with the
Police Dept. and the Parks Dept.

Laws moved to approve Baptist Church request; Reid seconded and
all in favor on voice vote.
Medaris asked that Council members urge people to vote in the
upcoming June 28th election for the bond issue to reinstall the
Hydroelectric Generator. Almquist suggested a telephone campaign
to urge people to vote and ask for permission to place a banner
on East Main St. informing people of election date. All agreed
it would be a good idea.

Howard asked about a ruling passed down that utility companies
will pay for WPPR. A short discussion followed on prior
information received and Almquist said he would check it out.
