HISTORIC COMMISSION INPUT
Mayor Medaris led the Pledge of Allegiance and called the meeting
to order at 7:30 P.M. on the above date in the Council Chambers
of Civic Center. Reid, Acklin, Laws and Smith were present.
Dale was absent.
Acklin moved to approve minutes of July 5, 1983 meeting; Smith
seconded the motion which passed unanimously on voice vote.
Mayor Medaris recommended postponement of the reading of ordin-
ance relative to reclassification of property at the Northeast
corner of Siskiyou and Mountain from R-2 to C-1 due to exparte'
communication. The City Administrator said he would readvertise
for the public hearing to be reopened on August 2, 1983 at 7:30
P.M. and that property owners would be re-noticed.
The City Administrator read a memorandum point for point on pro-
posed revisions of the Administrative Code as they address Fire,
Police, Legal and Judiciary functions. Mayor Medaris opened the
public hearing and there was no comment on the proposal. The
Mayor closed the public hearing and asked that the ordinance be
read. Almquist gave first reading by title only of an ordinance
amending Chapter 2.28 of the Ashland Municipal Code with respect
to the above functions and Laws moved to second reading; Smith
seconded the motion which passed unanimously on fell call vote.
The City Administrator reviewed the proposal to install curb,
gutter, paving, fencing and parking lot improvements on E. Main
West of SPRR and on N. Mountain Avenue South of SPRR and noted
that the City is the only affected property owner. Mayor Medaris
opened the public hearing and A1 Willstatter asked if provision
had been made to tie in a street from East Main to "B" Street
in the process and Almquist said that there is no plan for that
at this time and said the plan was to go along the North side
parallel to the railroad tracks. Since there was no further
comment from the audience the Mayor closed the public hearing and
turned the discussion over to Council. Reid questioned the Publil
Works Director on the $20,000 figure for excavation and was told
by Alsing that it is a rough estlnmte for leveling at this point.

Terry Grant reported for the Historic Commission expressing an
interest in having input for refurbishing the exterior of City
Hall to bring it into the flavor of downtown Ashland through the
use of color coordination of paint and awnings. Grant showed
drawings of proposal to re-engrave City Hall's original name
and date on face of building and to removed the awning over the
stairs permanently. Grant asked for volunteers from Council in
coordinating the outlined efforts and Reid, Smith and ~cklin ex-
pressed interest in the project.

Laws moved to approve liquor licenses for Pony Express, Peppino'!
and the blanket approvals for renewals for 1983-84; Smith sec-
onded the motion which passed unanimously with a roll call vote.
A petition was submitted from Ashland Industrial Development
Corp. requesting format:ion of an assessment district for suhd~v--
ision improvements and Almquist said the proposed imprnvement~
would include a portion of Clover Lane (East-West). AlmquSst
said that in 1964 Council was reqtlested to involve Cjty's credit
for a subdivisio~ project and opted not to jeopardize the public
money. A]mquist added that the Ashland Economic Development
Commission and Planning Conmtission had approved concept of City
underwriting improve,lents and noted that there have been
where a city has been obligated to pick up charges where finan-
cial failures occurred and noted the-Ee is always that ca]cula~c~
risk. Mayor Medaris said he feels the industrial park is 5n a
good location and is very necessary for development in Ashlan,4
and adoled that other cities go much further in ent~c~g judustrv
into their communities for employment, tax base etc. Almquis, t
noted that a private engineering firm x¢ould have to be xetainc:d
for the work due to the workload of the Engineering ilepartment,
and added that this cost is figured into the $101,000 estimate
for the improvement costs. Spud (%oriiss questioned the legality
of the proposal asking if annexation fees should be paid before
improvement are made. Mayor agreed with Cor!iss's concern and
said that Rails has paid the annexation fee and the Forest Serv--
ice will be forthcoming. Medaris said he feels the City's rj~41,

Almquist about the legality of annexation and then improvements
and Almquist said the property has already been annexed but
fees will be paid in development ~ncrements. The improvemcI:t
resolution was read and Laws moved to adopt; Acklin seco~!ded.
Reid asked if this is a criteria being esl-ablished and Laws
said that be has supported the need for the industrial park and
this is part of it but does not consider it a precedent but o
one time request to fill a need and not as a precedent ~n
cases and in this instance is willing to take the risk on behaif
of the City. On r011 call the motion passed x~ithout opp0s'ition.
A request to cut new pavement on Vista Street & Hillcrest to
replace an old steel gas main was considered and moved to
approve; Smith seconded the motion which passed unanimously
on voice vote.
A memorandum from Mayor Medaris appointing Carlyle F. Stout
to the Planning Comn~ission to replace resigning Berry Wart was
read and approval requested for same. Laws moved to spprove;
Acklin seconded the motion which passed unanimously on voice v~r.~
