Subject:
Mayor Medaris led the Pledge of Allegiance and called the meeting
to order at 7:35 p.m. on the above date in the Council Chambers.
Present were Howard, Dale, Laws and Peterson, Sims and Acklin
arrived moments after roll call.
City of Ashland Water System - Effects of Continued Development on
the West Side.
Medaris reviewed pressure problems the City has had in the South
Eastern section of the City and said tonights' discussion would be
on marginal water pressure problems on the west side of the City.
Medaris noted there is a City wide water problem, the system is
antiquated and leakage from deteriated pipes and overflow at the
Granite reservoir cost the Citizens of Ashland nearly a million
gallons each year in lost treated water. Medaris said the problem
will continue and urged the voters to approve a necessary Bond Issue
to provide funding to completely up grade and improve the Cities
System.
City Attorney Salter reported that due to filing date requirements
for the May 18th bond measure, no changes can be made.
Public Work Director Alsing reviewed parts of study made by the
Seattle engineering firm of R. W. Beck. He noted that water pressure
in the northwest section of town, specifically in higher elevations,
could drop below state standards on days of peak use. The cause of
the problem is due to inadequate transmission capacity in the water
mains and the engineers recommend installation of a 24 inch line on
Terrace Street to tie existing lines together and boost pressure.
Alsing reported that 77 services in that area have been paid for
but not serviced and reviewed the computer analysis results shown
in the Beck Report if further development takes place in that area.
Conditions were analyzed for summer months including odd-even sprink-
ling, outside water use permitted during non-peak water demand
periods, a moratorium on all outside water use and investigating the
possiblity of temporary pumping to provide an interim solution.
Alsing reviewed figures on the board~of costs, and suggested a way
may be found to save nearly enough money on one of the projects
already in the bond measure to fund the Terrace Street line. He
said City Engineers have worked out a shorter route for an overflow
line on upper Granite which could save appr. $91,000. Alsing noted
that it would not cover the entire costs but would be close.
City Administrator Almquist added that due to the slow-down in the
construction industry, bids could come in enough below the total
budget to fill the gap.
A lengthy discussion followed on the information & conditions in-
cluded in the Beck Report.

John Chmelir, local contractor said he can't see the 77 lots being
developed in a short period of time. Duane Smith noted that report
is on time of peak demand not for everyday use. Tim Miller suggested
the use of domestic water for irrigation use be restricted or rates
raised. Ed Fallon, Water Supt. said the rates were initiated years
ago and only 67 home still qualify. He briefly reviewed property
still using the irrigation rights and said most are in in-active
service.
Laws moved that Council take what ever action necessary to get line
on Terrace St. from bond issue and balance could come from rate
increase, and engineering for project to be done in house. Sims
seconded and all in favor on voice vote.
Ron Skog questioned if he could build on his acreage, that has a
meter, located above the ditch.
Alsing responded that the Beck report recommends no more building
in that area. He said the Terrace St. line will alleviate pressure
problems for the area below Ditch Rd., but development above the
street will have to wait until construction of a major transmission
line, scheduled for 1991. More discussion followed on elevation in
the area.
Acklin said it was unfair to penalize residence futher so others can
develop.
Laws said he would like to see some sort of monitoring device in
this area.

Skog said he didn't feel anything had been desolved. Sims replied
there is a plan for the area and it will be done in phases. He
suggested looking at priorities after the results of the May bond
issue is known.
Laws suggested a stand-by Ordinance be brought back. Peterson
agreed and recommended odd-even days for out door watering. The
ordinance would go into effect when needed. All agreed.
