Mayor Prickett led the Pledge of Allegiance and called the
meeting to order at 7:30 p.m. on the above date in the
Council Chambers. Ragland, Medaris and Laws were present.
Phelps, Sims and Hamilton were absent.
Ragland moved to approve minutes of the regular meeting of
August 5, 1980, and Medaris seconded. On voice vote
motion passed unanimously.
Ragland moved to accept minutes of Boards, Committees &
Commissions and Medaris seconded the motion which passed
unanimously on voice vote.
Letter from Y.M.C.A. requesting approval of sewer service
on Tolman Creek Road withdrawn.
A letter was read from the Ashland Parks and Recreation
Commission requesting appropriations to place electric lines
in lower Lithia Park underground. Ken Michelson, Director
of Park, said since the area will be under construction, the
Commission feels that this would be the appropriate time to
do all underground work, rather than come back at a later
date. Mickelsen pointed out that several of the electrical
services in this area are for special functions such as the
Feast of Will and the Fourth of July booths. The estimated
cost for relocation would be approx. $5,590, which includes
a new transformer said Michelson. Ragland moved to approve
appropriation, Laws seconded. On roll call vote, all in
favor.
A letter was read from Asst. Scout Master Welton, request-
ing permission to allow Boy Scout Troop 112 to print house
address numbers at curb for a donation of $1.00. Permis-
sion would be obtained from the homeowner prior to the
painting and Scouts would be supervised by adult leaders at
all times. Money from project would be used for the pur-
chase of equipment and supplies for the troop and help
finance the various campouts. P.W. Director Alsing re-
ceived details and felt all was in order reported Almquist.
Ragland moved that request be granted. Medaris seconded.
On roll call vote all in favor.
A letter was read from Hal Munson, requesting permission to
cut the pavement northwest of intersection of Cambridge and
Oxford Streets to provide gas and water service to the P.U.[
to be built, pavement moratorium runs to September 24,1981.

Laws moved to grant request if boring possible. Motion
died for lack of second. Mayor Prickett said he could
not support since there was prior opportunity before
street was paved for services to be placed. Hal Munson
said original owner did nothing with property except
put one stub in and P.U.D. would need four also a new
fire hydrant would be added. Laws said he felt there
was conflicting policies concerning use of adequate
available land and also the street was not heavily
traveled. Ragland voiced concern on the cutting of newly
paved streets and moved to approve request only if done
by bellcut and boring. Medaris seconded and on roll call
vote Ragland, Medaris, Laws in favor, Prickett opposed.
Medaris said there is material available for patching
that is very durable and suggested pursuing to see if
available in this area.
Bob Voris, 633 Iowa Street said he had a problem keeping
the curb clear at Bridge Street and Siskiyou Blvd. and
had always taken it upon himself topaint it yellow but
had received a citation from a Police Officer for this
action. Almquist reported that the painting will be han-
dled by the P.W. Department.
Paul Yates asked if YMCA proposal could be discussed and
Prickett suggested that discussion be delayed, since re-
quest was withdrawn, until it was an agenda item.
Pat Acklin, representing Ashland Citizen's Planning
Advisory Committee, reviewed a letter to the Mayor and
City Council requesting$1,350.00 in seed money to sponsor
a seminar in passive solar design, Acklin explained that
the seminar would be held at the Ashland Hills Inn for
2 days and a fee would be charged. The idea generated in
CPAC and SOSC has agreed to give continuing education
credits to the project with SORSI handling the paperwork
said Acklin. Laws said he supported this type of program
but felt it should be a~med in this area rather than trying
to reach people all over the state and suggested reconside-
ring where it is to be held to save cost. Ragland expressed
hope that it would be geared for local people and on a ele-
mentary level. Mayor Prickett asked that item be placed on
next agenda for consideration and that seminar be presented
in a way that was easily understood.
Doug Clark, 1365 Apple Way, was asked why the Ashland YMCA
wanted to move and for a moratorium on future annexations
until a System Development Charge ordinance could be adopted
Ragland called attention to a public hearing set for August
27, 1980 concerning Water Connections in southeast portion
of City.

Mark Christian, 77 California Street, asked direction for
an initiative petition to start an Ashland Zoological Park
City Attorney Salter said there were certain procedures to
follow and he would explain them after the meeting.
Chief King reported on progress of weed abatement program
and submitted statistics on how many lots have been cleared,
posted, etc. and after receiving complaints on City owned
property, would look into matter immediately.
Administrator Almquist reported on credit policies previous-
ly discussed and said he had met twice with P.P.&L. repre-
sentatives to discuss the effects of their 10 months credit
policy and found delinquencies had gone up but the program
was new and at this time the full effect was not known,
therefore recommended waiting for further review before
setting policy. Ragland moved to table, Medaris seconded
and passed unanimously on roll call vote.
Almquist read memo relating to information on the provisions
relating to street banners requested at previous meeting.
Almquist said that several annual events previously approved
by the Council allow street banners. Included are Ashland
High Homecoming, SOSC Homecoming, Energy Fair, March of Dime
Unless otherwise directed, Almquist said he would continue
to permit the installation of banners previously allowed
by Council and all others would be brought before the Counci
Mayor Prickett asked for list of prior approvals for review
and suggested an annual review.
Mayor Prickett recommended Sue Taylor be appointed to the
Ashland Historic Commission to fill unexpired term. Medaris
so moved, Ragland seconded and motion passed on voice vote.

approve, Ragland seconded and all in favor on voice vote.
Second reading by title only was given an ordinance to adopt
various amendments relative to Title 18 of the Ashland Muni-
cipal Code as it relates to the Land-Use Ordinance. Medaris
moved to adopt; Ragland seconded and on roll call passed
unanimously.

Second reading by title only was given an ordinance relative
to procedures for approval of planning actions. Ragland moved
to approve, Medaris seconded, passed with all in favor on
roll call vote.
Second reading by title only was given for the protection
of solar access to all parcels in City of Ashland, Medaris
moved to approve, Laws seconded, passed unanimously on roll
call vote.
Second reading by title only was given an ordinance reclassi
fying property on the south side of Parker between Lit Way
and Parker. Laws moved for approval, Medaris seconded and
passed with all in favor on roll call.
Second reading by title only was given an ordinance reclassi
fying property owned by Southern Oregon State College, loca-
ted on the current college campus. Medaris moved to approve,
Laws seconded; passed with all in favor on roll call vote.
Ragland reported Councilman Sims had contacted him by phone
from Portland and related he had information relating to
the Agate Cab Company,therefore Ragland moved to table until
information is received, Laws seconded and on roll call vote
Ragland, Medaris and Laws (YES),Prickett (NO).
Second reading by title only was given an ordinance adopting
the 1979 Uniform Building and Mechanical Code with Oregon
Amendments. Ragland moved to approve, Laws seconded and all
in favor on roll call vote.
A resolution was read authorizing condemnation of property
on Hersey Street for project. Medaris moved to adopt,
Ragland seconded; passed unanimously on roll call vote.
