HomeMy WebLinkAbout1979-0213 ADJOURNEDAdjourned Meeting Ashland City Council February 13, 1979 The meeting was called to order on the above date at 7:30 p.m. in the City Administrators office. Present were Councilmembers Phelps, Sims, Medaris, and Laws. Hamilton was noted as absent. Chairman Ragland presided in the absence of Mayor Prickett. Councilman Laws said he needed authorization from Council, prior to the next regular Council meeting, to submit applications to the Area Agency on Aging and Jackson County for funding of Senior Citizen Program and moved that this be placed on the agenda. Sims seconded the motion, on roll call vote all yes votes with exception of Ragland voting no. Laws reported that of the five employees in the Senior Citizen Program four are CETA employees and that CETA funds run out in October. He requested authorization to submit applications to the A.A.A. & County for funding of this program. Sims said this will be taken up again in the budget meetings but only authorization to submit application is being asked for at this time. Laws moved to submit request; Sims seconded. On roll call vote, passed unanimously. Councilman Phelps reported on the Air Quality "Offset Policy", and said the pollutions in the area are smog, carbon monoxide, smoke and dust. Phelps, a member of the Medford-Ashland Air Quality Advisory Committee, pointed out that the Rogue Valley is nationally famous for its air pollution because of its topography and weather patterns. He said that frequently the valley exceeds the 'National Clean Air Standards' The Committee is looking at all aspects of pollution, including product industries, agricultural segments of the valley, automobiles, home heating, dust & road covers Phelps related. Bruce Shaw, Air Quality Coordinator for Jackson County and Eleanor Bradley, a member of the County Air Quality Committee were introduced. Shaw said that the air pollution level has escalated since 1975 above health standards. Establishing the offset rule is not a temporary measure it is a first step in controlling levels of pollution and cleaning up the air said Shaw. Councilman Medaris questioned the reason for exculation with Shaw reporting that wood products counts for 60%, road dust 30%, all other including wood burning count for 10%. Councilman Phelps asked for support of this policy and moved to send letters in support of the offset goals to the Environmental Quality Control CommissionJ Jackson County Board of Commissioners and to Joint Legislative Committee on Trade and Economics Development. Sims seconded and all voted in favor. Sims expressed concern that the people should be made aware of our problems with pollution and would like to see the Council and Mayor take some informative action. The Council asked Councilman Phelps to represent the city at the legislative committee's hearing on the offset rule on February 19th in Medford. Meeting adjourned at 8:25 City Recorder p.m. Actihg -2-
