HomeMy WebLinkAbout1979-0529 SPECIALMinutes of the Special Meeting Ashland City Council May 29, 1979 ROLL CALL CLOSURE OF WINBURN WAY REVISED RESOLUTION AIRPORT GRANT BID AWARD AIRPORT PROJECT Council Chairman Ragland called the meeting to order and led the Pledge of Allegiance at 7:00 p.m. on the above date. Phelps, Sims, Ragland, Medaris, Laws and Hamilton were present. Mayor Prickett was absent. A letter requesting closure of Winburn Way for SOSC Graduation on June 2, 1979 was read by Almquist. SOSC would provide their own security guards. Hamilton moved to approve request; Phelps seconded and passed unanimously on roll call vote. Another request for closure of Winburn Way was read from the Ashland Junior High School for a School District Band Concert to be held May 31, 1979. The school also will provide manning for the barricades. Medaris moved to grant request; Hamilton seconded. All voted in favor on roll call vote. Almquist explained there is a maximum amount of $148,700.00 available through the Federal Aviation Administration. A revised resolution accepting the grant in this amount was read by Almquist and Laws moved to adopt. Phelps seconded and motion passed with all voting yes. City Attorney Salter reported on a lawsuit filed by Wiser Construction against the City of Ashland in connection with the Airport Project Bid. Salter explained that the City had awarded the bid to the second to lowest bidder, Milani & Wooldridge and not to Wiser Construction, Inc. who had the lowest bid which had a modification of the specifications. Satter said if the Court rules in favor of Wiser Construction the matter can come back before the Council for a possible re-bid. Public Works Director Alsing said the project must be done this summer so time is a factor. Salter recommended not signing contract with Milani and Wooldridge until after Court hearing. Laws so moved; Medaris seconded and passed with an unanimous vote. 5/29/79 Pg. 1 TRANSFER OF APPROPRIATIONS RESOLUTION ADJOUPaNMENT Public Works Director Alsing reported that bids for this summers street assessments have been awarded but there is prior work to be done before paving begins. This is a slack time for the Street Department and if money was available at this time the constructions of storm sewers could be started.
