ROLL CALL
DANCE/LIQUOR
LICENSE REQUEST
Council Chairman McCannon led the Pledge of Allegiance and
called the meeting to order on the above date at 7:00 P.M.
in the Council Chambers. Present were Councilmembers Phelps,
Drescher, Ragland, Laws and Hamilton. Mayor Prickett arrived
10 minutes late.
An application for dance and one day liquor license for the
Ashland Community Health Center for July 22, 1978 was
submitted. Police Chief Hays voiced concern about liquor
being served and lack of qualified supervision. He recom-
mended three qualified people, one for the parking area and
two for inside the building and that only beer be served.
Drescher asked if they would be agreeable to hiring three
security persons and Mary Ann Grove, representing the Com-
munity Health Center, agreed. Drescher moved application be
granted with only beer to be served and three security people
as recommended. Phelps seconded and motion passed unanimousl
on roll call vote.

REORGANIZATION

Administrator Almquist presented some staff changes for the
building department due to two recent resignations. He
spoke on basic principles he felt important and presented
revenues and expenditures for the department. A short term
plan was presented which would include hiring a replacement
of a building inspector, advertise for a Clerk II position
to handle the clerical work and farming out some work. Also
presented was a job outline for potential building and plan-
ning reorganization. Almquist said he would like to con-
solidate the planning and building departments and have the
present planning director, Richard Box, as head of the depart
ment. He voiced concern at the low salary, saying it :s hard
to compete when advertising to replace the inspectors hat
resigned. Mayor Prickerr voiced regret at losing two inspec-
tors before something was done about the lack of clerical
help, low salaries and the work load. Ragland moved to
approve the short term recommendation. McCannon seconded
and passed with all YES vote. Drescher asked that a letter
be sent to Earle Chamberlain, thanking him for his services.
