ASHLAND CITY COUNCIL
August 15, 1978
ROLL CALL
Mayor Prickett led the Pledge of Allegiance and called the meeting to
order at 7:30 p.m. in the English Lecture Hall on the above date.
Councilmembers Drescher, Ragland, McCannon, Laws and Hamilton were
present, Phelps was absent.
APPROVAL OF MINUTES
McCannon moved that minutes of the regular meeting of August 1, 1978 be
approved as read; seconded by Ragland and passed unanimously on voice
vote.
PUBLIC HEARINGS Mayor Prickett opened the public hearing on proposed vacation of Wiley
Wiley St. Vacation Street from Thornton Way to Prim Street. There were no comments from
the audience and Prickett turned the discussion over to Council.
Planner Box submitted a memorandum of Planning Coranission's action
%,/~c~ recommending approval subject to provision that access to an interior
~ ~. ~Jz~- lot (Tax Lot 912) be approved by the Planning Commission prior to final
~/~c~I' ~'-~ zation of vacation proceedings. Council agreed. Ordinance later on
agenda,
ZONE CHANGE NO. 54 Hearing on Zone Change No. 54' continued to Sept. 5, 1978 at 7:30 P.M.
MAYOR'S APPOINTMENTS Mayor Prickett appointed Rod Stevens and Ron Barttey to serve on the
Airport Committee, Ragland moved to confirm; Drescher seconded and
roll call vote, all YES.
MINUTES OF BOARDS
Ragland moved to accept minutes of boards, commissions & committees;
Hamilton seconded and on voice vote, all YES.
PETITIONS FOR IMP.
City Administrator Almquist submitted petitions for construction of
curbs, gutters and paving on Windsor, Walnut, Emma and Barbara and sai~
resolutions will be read later on agenda,
CREDIT UNION REQUEST Request withdrawn.
PUBLIC FORUM
Sister Cities Report
Ken Jones of the Amigo Club reported on recent convention in Cuernavac~
with delegates from Guanajuato and presented Fmyor and Council an aware
of merit for the cultural exchange between Ashland and Guanajuato
through the Amigo Club in connection with the Sister Cities Program.
Chela Kocks requested that Mayor declare Sister City Day and suggested
the date of September 16. Mayor asked that request be placed on next
agenda, and that placque be appropriately displayed.
Chief Bldg. Official
City Administrator Almquist recommended that Chief Building Inspector
position be given a salary of $1,600 per month for first six months
and $1,650 after six months subject to Building Official certification
Almquist also recommended that Engineer Tech. III be paid $1,600 per
month. Laws moved to approve; Ragland seconded and on roll call,
all YES.
Toney Building Permit
Almquist explained that Erv Toney had called saying that he called fer
an inspection of foundation forms before having secured a building per-
mit and asked that adoption of new set-back ordinance be waived so tha
he can be given a permit so as not to delay his construction project.
Council discussed the problem and refused to allow waiver saying the
effective in a matter of two weeks.

LIQDOR LICENSE APPLIC,
Renewals of liquor licenses for Thrifty Drug, 7-Eleven #18154A, ~i-Mart,
Ashland Country Grocery, Safeway Store, Omars, Elks Club, Aki's Place,
Beau Club, Ye Old Pub and Little Caesar's were considered along with
the following establishments who got their renewal requests in too late
for listing - Rockeferrer Deli, Cinema Inn, Rando Lanes, Chateaulin,
Neill's Food King & Ashland Hills. Laws moved for approval; Hamilton
seconded and on roll call Ragland, Laws, Hamilton and McCannon voted
YES. Drescher abstained. Motion carried.

The City Administrator read a letter from Director of Public Works
requesting authorization to post speed limit signs at the Faith
Tabernacle School, McCannon so moved; Hamilton seconded and on roll
call all YES.
Rescheduled for September 5, 19'78 at Chairman Reid's request.
Councilman Drescher reminded Council of meeting scheduled for August 31
in Ashland Public Library to consider possibility of establishing a
Youth Commission.

Second read~ng/w~s g~ven an ordxnance calling a public hearing on a pro
posed annexation and declaring an emergency (Ashland Hills Inc., App.)
and McCannon moved for adoption; Ragland seconded and on roll call
motion passed unanimously.
Second reading by title only was given an ordinance amending the Ash-
land Municipal code relative to Home Occupation permits and Ragland
moved to adopt. Hamilton seconded and on roll call, all YES.
Almquist gave second reading by title only of an ordinance amending
Chapter 4,24 of the Ashland Municipal Code relative to the transient
occupany tax. McCannon moved for adoption; Ragland seconded and on
roll call, passed unanimously.
First reading was given an ordinance rezoning certain property from
County RR-5 to City C-1 (Ashland Hills, App.) Ragland moved to second
reading; seconded by McCannon and.passed unanimously on roll c~tl vote·
First reading was given an ordinance vacating a portion'of Wiley Street
between Thornton Way and Prim Street. _Ragland moved to amend the
ordinance to add "Further, that access to the interior lot (tax lot 912
be approved by the Planning Commission prior to second reading of this
ordinance" and that ordinance be passed to second reading; McCannon
seconded and motion passed unanimously on roll call vote,
A resolution was read relative to improvement of Windsor Street and
public hearing date set for September 5, 1978 at 7:30 p.m· Laws
moved for adoption; seconded by Ragland and passed unanimously on
roll call vote.
An improvement resolution relative to improvement of Walnut Street
and setting date of September 5, 1978 at 7:30 p.m. for public hearing
was read by Almquist and McCannon moved for adoption; seconded by
Hamilton and passed unanimously on roll call vote.

An improvement resolution for construction of curbs, gutters and paving
and setting a public hearing date for September 5, 1978 at 7:30 p.m.
was read by Almquist and Ragland moved for adoption; Drescher seconded
and on voice vote,all YES, (Emma Street)
An improvement resolution relative to construction of curbs, gutters
and paving of Barbara Street setting a public hearing for September 5,
1978 at 7:30 P,M, was read by Almquist and Hamilton moved for adoption;
seconded By McCannon and on voice vote, all YES.
A resolution transferring appropriations within funds was read by
the City Administrator and Drescher moved for adoption; seconded
by Ragland and passed unanimously on roll call vote.
McCannon moved to accept and place on file the Departmental Reports for
the month of July. Laws seconded and motion passed unanimously on
roll call vote.
Mayor Prickett requested that City employe picnic item be placed on
next agendao
Laws reminded Council of Study Session relative to Solar Energy to
be held on August 22 at 7:30 P,M. ~
