Me]son Acting City Recorder Mayor Pric]cett called the meeting to order at 2:00 P.}{. in the Council Chambers. Present were Councilmembt~rs Drescher, Hamilton, Laws, McC~nnon, Phelps, and Ragland. McCannon said that his committee Lad met twice with Oak Knoll representatives, but they were not yet xeady for Council action. Mayor Prickeft read a memorandum (see Exhibit 'IA") recom~r~an~]ing thcIt the mandatory water con=;ervat{on r~.strictioDs be l~fted effective March 18, ].977. McCannon moved that the mandatory restrictions De lifted, ~cith the understanding tbat if the overflow should stop, the provisions be put back in; seconded by Iaws. Laws said that according to informa.- tion in THE DAILY TIDINGS, last year we used more than the present stre~'m flow, and that people wc~ujd have to use less than ]ast year if the program ~s to work. He suggested that if the con ~-act is legally in comp]isnce w~th the annexation ordinance, the nc~cess- ary paperwozk ~o complete the annexation should be maileel to the various govelumental agencies. He recommendec] that, ~n ~he absence of City Attorney Salter, Attorney Harry Skerry s.~!onld be ash+~d for his opinion as to its legality. Mayor Prickett ~dvised that Mr. Skerry had been the City Attorney in the past. Lsws moved that this matter be placed on the ageads, Rag].and se~onCec' Motion passed without opposition on w~ice vote.
