AS you know, Jr. Accountant Nan Franklin has been appointed to
the City Recorder posjtion effective June 1, 1977. The a'-c.
Acco~lntant job description includes some snpervisory rosponsjbility,
similar to that of a leadman's reJationship to a journeyman.
This arrangemen[ has }Dean appropriate in the past, but with the
SupervisorN Accountant author.~zed as ef January l, 1978, ~here will
be no need for a third layer of supervision (Director of Finanee '-
Supervising Accountant .- Jr. Accouhtant). Therefore, I am
suggestinq that we drop ~he Jr. Accountant position and substitute
a Clerk III position in Finance Administration.

The amounts would of cour.se, be adjusted to reflect any changes in
salary ranges which might be authorized by the Council, parsuant to
your negotiations with the non-union, non-supervisory employees.
(This change was not contemplated in the Administrative reorganization
plan because the Jr. Accountant was scheduled to remain on the job
until 1.998 or 1999).
