HomeMy WebLinkAbout1977-0809 ADJOURNEDROLL CALL: PUBLIC HEARING SUPPLEMENTAL BUDGET WINBURN WAY CLOSURE ORDINANCE/ AMENDING COMPREHENSIVE PLAN (ASHLAND HILLS ANNEX) Minutes of the Adjourned meeting Ashland City Council August 9, 1977 Mayor Prickett led the Pledge of Allegiance and called the meeting to order at 7:05 P.M. on the above date in the Council Chambers. Present were Council members Phelps, Ragland, McCannon, Laws and Hamilton. Drescher arrived at 7:10 P.M. Public hearing open to public with no response, opened to Council. Almquist says there is a resolution for consideration regarding the supplemental budget. Laws moved that the resolution be adopted, Ragland second. Phelps request that before the motion be voted on he would like to voice his concern on the money for street improvements. The area he is concerned with is the north end of Walker St. in front of the Jr. High School. Half of the area is surfaced and half is not, the area is really neglected. Phelps recommends that in the priorities this stretch of about two blocks be higher in consideration. Mayor Prickett said the listing that was given as to priorities of streets is amendable by the Council. This was confirmed by Almquist. The FAUS and ARFA program were discussed and it was agreed that Mr. Alsing could check out this area and report back to the Council. The resolution was read and on roll call, all yes. Hayor a~ked if any action need be taken on request to Park & Recreation Commission, from Drescher, on Closure of Winburn Way. Drescher says he will re-think it and come up with a monitoring proposal and maybe some idea of cost. Mayor ask memo be placed on file. Almquist gave first reading of an ordinance to change the design- ation of certain properties to "Highway Commercial". Exhibit 'B' attached to the ordinance includes the appropriate 2.13 acres but excludes the Gettling property. Attorney Cottle explained that the acreage and the Gettling property would be used for landscaping, parking or recreation. Drescher expressed concern that this acreage would not be used for commercial use but be used for landscaping and parking only. He also asked if it could not be used for recreation, such as ~itch ~ putt golf course. Cottle says the land is very steep and as far as recreation is concerned, they are aiming at the Gettling property for that purpose. At the present, the plans are for removing the house and putting in a tennis court. If there are any changes in the plans Cottle says they would have to come back before the Council for approval. McCannon moved the ordinance be moved to second reading, Hamilton second. On roll call, passed unanimously. 8/9/77 pp. 1 ADJOURNMENT Almquist ask that another item of business be brought up Lnat was not on the agenda, regarding a building permit. Cottle has letter from Mr. Bonadurer requesting a partial building permit to get started on the foundation of buildings that will be placed on the Valentine property. Mr. Greg Vik, president of the Vik Construction Co. was introduced as the contractor for the job. Cottle also relates that the Vik Construction Co. has been awarded the contract for the new classrooms at the Jr. High School. Cottle explains that because of weather and the costs going up the Corporation would like to get started as soon as possible. The Mayor expressed concern about putting the burden on the building inspector if he doesn't feel the foundations are adequate~but the corporation engineers feel they are. Cottle says if after inspection the building inspector does not feel the foundations are adequate he can red tag them. Mr. Bonadurer explained the steps taken before the plans were drawn up concerning the soil and etc. McCannon moved to place on agenda, Ragland second. Cottle gave Council an agreement from Ashland Hills Corporation that in return for the partial permit the City will not be held responsible. McCannon moved the staff proceed and approve the request - Ragland second. Laws said he feels uncomfortable and would like to get it straightened in his mind better. Cottle was ask about other cities taking the step by step process. Cottle ask Mr. Vik to explain this since he has had experience in this field. Mr. Vik explained that in Eugene and Corvallis area this was done and referred to as the fast track job. He says it has almost become a norm in the Eugene building department to issue partial permits. Cold weather and extensive excavation in case of premature rain is an important factor on present project. Mr. Bonadurer reports this has been done in the Portland area and more recently in Medford with the Red Lion project. There has been no problem. On roll call all YES. Meeting adjourned at 7:40 P.M.
