SISTER CITY PROCLAMATION JOHNSTON ET AL PETITION PUBLIC FORUM ROCA STREET GARAGE SISTER CITY COMMITTEE WATER SUPPLY REPORT GODDARDWATER REQUEST The Pledge of Allegiance was led by Acting Mayor McCannon in the absence of Mayor Prickett, who called the meeting to order at 7:30 P.M. on the above date in the Council Chambers. Present were Ragland, Laws, Hamil- ton and Phelps. Drescher was absent. Ragland moved to approve minutes of the regular meeting of August 16, 1977 and adjourned meeting of August 23, 1977; Hamilton seconded and on voice vote motion passed unanimously. Laws moved to accept minutes of Boards, Commissions and Committees as submitted; Ragland seconded and the motion to accept and place on file passed unanimously on voice vote. Letter from Talent Irrigation District regarding plans for supply of water through September was read by City Administrator and placed on file; no action necessary. Proclamation naming September 11, 1977 as National Sister City Day was read by Council Chairman McCannon. Laws moved to approve; Phelps sec- onded and on voice vote all YES. A petition from Daniel JOhnston relative to Comprehensive Plan designa- tion was read. Phelps moved that letter be referred to City Planner Himes for further action; seconded by Ragland and on voice vote, motion passed unanimously. Director of Public Works Alsing reported that engineering is being done on the Roca Street residence where location of garage has been chall- enged in order to get precise boundaries. Alsing said that staff is working with private surveyors for information because of many varia- bles found in the description as regards the road location. Dr. Marvin Kocks reported on recent'trip to Tucson for the annual meet- ing of the US/Mexico Sister Cities Association and urged that Council consider joining in at the next convention to be held in Cuernavaca. Dr. Kocks thanked Council for the Proclamation on behalf of committee~ No action necessary. Alsing showed graph of present water supply showing the dam to be hold' ing 81.9% of it's capacity and explained that had the City not constru ted temporary lines to implement use of T.I.D. the dam would be down t 41.1% full. Alsing said after September 30 the supply will have to be watched carefully when T.I.D. will not be available. Almquist said a letter from Frank Goddard requesting a commitment on water supply had been received and called Council's attention to a letter from the bonding attornies which the decision had been pending on for several weeks. Laws moved that the request be granted on the April 15, 1978 date recommended by the City Administrator; Ragland seconded and on roll call, passed unanimously. 9/6/77 Pg. 1 ReSuiar Meeting Ashland City Council 9/6/77 Pg. 2 TID INTERTIE CONSTRUCTION Liquor License Renewals Laws Recommendation on Hersey St. Develop- ment PAVEMENT ROLLER REPORT BUSINESS LICENSE ORD. ROCA STREET PARKING FIRE CODE ORDINANCE Director of Public Works submitted three options for construction of the TID intertie as outlined in a memo to Almquist and recommended the third option which proposes that the pipeline and enlargement of the canal be contracted and remainder of project be completed with City forces and that the pipe and fittings for the pipeline portion be supplied by the City with a contractor supplying the labor. The contract/force account combination (Option 3) estimated cost at $366,400 for contract; $134,000 for force account; $50,100 contingency and $7,000 for bonding - for a grand total of $558,100. Almquist said that the combination recommended is $30,000 less than bond amount authorized by voters. Ragland moved that staff be ready to move on option recommended and authorized that staff go ahead with selling of bonds; Phelps seconded and on roll call, all YES. Ragland moved for recommendation of liquor license renewals as submitted and approved by Chief Hays; Hamilton seconded and on roll call, passed unanimously. Councilman Laws made recommendations to be implemented in development of Grizzly Industrial area on Hersey Street because there will be industry, on one side and residential on the other side of the street. Laws asked that sidewalk be planned for one or both sides of the street; and for Planning Commission to require a site review for South side of street requiring screening or uniform wall from point of embarkation of industrial area on one side and residences on the other; and lastly Laws requested bike path be worked into the plan by going along Hersey Street to East Main to Mountain Avenue. Laws moved that Planning Com- mission, Bikeway Committee and Engineering work together on development of sidewalk/bikepath along Hersey Street and Planning Commission come up with a preplanned uniform screening as suggested in discussion; Rag- land seconded and on roll call, motion passed unanimously. Alsing explained that paving has been done in the past by preparing several projects for paving and then renting a roller to do the work. He said that the company in Medford which has been used for some time is now going out of business and has offered to sell the roller to the City for $20,000. McCannon moved to approve purchase; Ragland seconded and on roll call, motion to purchase passed unanimously. Second reading by title only was given an ordinance amending the penalty provisions of the business license ordinance. Phelps moved to adopt; second by Ragland and on roll call, passed unanimously. An ordinance was given second reading by title only prohibiting parking on Roca Street across from Southern Oregon State College. Ragland moved to adopt; Phelps seconded and on roll call, all YES. First reading was given an ordinance adopting a City Fire Code (copies were previously furnished in accord with City Charter) by title only. Chief Reed reported major changes in the code and said the Fire and Building Departments would work closely in enforcement° Reed mentioned spacing of hydrants and sprinkling requirements in buildings over two stories to be two important changes in the fire code. 9/6/77 Pg. 2 Regular Meeting Ashland City Council Pg. 3 9/6/77 Fire Code Ord. cont. Almquist noted the following changes before reading the ordinance. On Page 1 in PP A word "Chapters" should be changed to '~rticles"; on the bottom of Page 6 in section (2) Review of Plans - in the first sentence the following words should be added "where the Chief Building Inspector deems a life safety hazard may exist", etc. on Page 8 under (6) Limited Access Structures: "an existing or" should be deleted in second para- graph; on Page 9 the first line on the page (b) the following should be deleted "With the exception of Group H occupancies,"; on Page 9 the second paragraph under (b) 2., should be deleted. Further down the page on 9 under (B) Exception, in the first paragraph should be added the following at the end "or to correct an obvious fire hazard as determined by the Fire Marshal." On Page 10, second line "City Administrator" should be replaced by "Chief Building Inspector". Laws moved to second reading as corrected; seconded by Hamilton and on roll call, all YES. CURTAILMENT RESOLUTION A Resolution adopting administrative procedure for PUC Order No. 77-478 was read and McCannon moved for adoption; Ragland seconded and the mot- ion passed unanimously on roll call vote. No MAIN BIKEWAY AGREEMENT Ragland moved for authorization of Mayor and Recorder to sign Agreement WITH STATE HIGHWAY DIV. as submitted; seconded by Phelps and on roll call, all YES. LIAISON REPORTS Kathy Newcomb addressed the Council relative to a letter she had sent seeking reassurance that the Talent Irrigation District water being used for drinking purposes is safe and free of certain chemicals used in eradication of certain moss algae etc., in the irrigation ditches. Alsing said that research is being done on this matter and that we were obligated to get permission from the Health Department before this use. Alsing added that Talent has used TID for drinking water for seven years Alsing said the Health Department (State) is now defunct since it was not funded and that now the matter is controlled by the EPA. Alsing reported that he had spoken directly to the company who makes this chemical and learned that Coalinga has been using the same preparation for years and that he has written to that City to find what their experience has been and will report back on information. Alsing said that TID recommends cutting supply off for 8 hrs. after the use of the chemical but that he had waited for 24 hrs. and the chemical is used only once or twice a year. No action necessary.
