HomeMy WebLinkAbout1977-1101 REG MINMINUTES OF THE REGULAR MEETING ASHLAND CITY COUNCIL November 1, 1977 ROLL CALL Mayor Prickett called the meeting to order at 7:30 p.m. on the above date in the Council Chambers. Councilmembers PhelDs, Laws, Ragland, Hamilton and McCannon were present, Drescher was absent. APPROVAL OF MINUTES PUBLIC HEARING Gresham & Union Sts. Paving MINUTES OF BOARDS ETC. SOSC Parade Permit Request McCannon moved that minutes for the executive session and regular meeting of October 18, 1977 be approved and placed on file; Ragland seconded and on voice vote, all YES. Mayor Prickett opened the public hearing and invited comments from the audience. William Jennings of 477 spoke in opposition to the paving proposal and said he was responding for Lindbergs who were not present in opposition. Art Hothe of Thelma Corp. said he is in favor of project but wanted more definite idea of cost. Alsing said he does not know the cost but that his estimates have net var- ied more than 3 or 4% and if they should come in higher than what was estimated, they will be taken back to property o~mers for appro- val before acceptance. Elliott MacCracken spoke in approval on be- half of Edmund Dews of 460 and 470 Siskiyou. Mrs. Carl Vogel spoke in favor of the project saying with the help of others that they have been keeping up the alley and would favor paving because of the heavy traffic. Bill Holmes spoke in favor but urged that paving be well done instead of just a thin layer of asphalt which wou~d deter- iorate in a short time because of springs under the layer. Aising said the work would be designed and constructed the same as regular street with drainage provided. Bob Henderson favored the project and urged speed bumps be considered to slow down drivers. On ques- tion of Chief Hays as to speeding on that street, Hays said there i~ no known experience there. On Laws' question as to who instigated the improvements, Alsing said the property owners had petitS ned. McCannon moved that staff be instructed to proceed with paviL,g bidsc seconded by Hamilton and passed without opposition on roll call vote McCannon moved that minutes of Boards, Commissions and Committees be accepted and placed on file. Hamilton seconded and on roll calls all YES. A letter from Jay Sunmerhays of 346 Scenic Drive appealing Minor Land Partition at 335 High Street was read and a public hearing date was set for November 22, 1977. A petition was submitted from residents of Oak Knoll subdivision, appealing Ci~ 205 for the expansion of the Oak Knoll Clubhouse facilities and a date for the public hearing was set for November 22, 1977. A letter informing City of emergency pavement cut for gas main raP'- airs had been made on Ranch Road near Greenmeadows Way was read an~ placed on file for information only. A letter from SOSC was read requesting permission to have a parade n Saturday, November 5, 1977 at ll:PM. McCannon moved for appreval 6belps secoaded and on voice vote, passed unanimously. 11/1/77 NORRIS REQUEST PIIBLIC FORUM MC CANNON REPORT - OAK KNOLL (Golf Course Cormnittee A letter was read from Robert Norris requesting waiver of street cutting moratorium on Beach Street in order that Parcel #1 of 391E9DD, Tax lot 5200, might be served with water & sm~er. Norris said that he was not advised of said moritorium during partitioning. Alsing said he was quite sure the Planning Department informed all applicants for minor land partitions of this ruling on pavement cut- ing so that services will be stubbed before paving goes in. Phelps requested that such information should become part of application. Jerry Othic reminded Council that he has represented H & S Construc- tion & had been turned down by the Planning Commission on two ocass- ions on proposed development of properties in the Strawberry Lane area because of a need for high level water system and access into the property. Othic wondered if the City had a policy whereby a traffic pattern for streets to tie into the property could be worket out so that they could plan on early development of the land they have purchased. The developer added the property is in the City limits and would be developed according to the Comprehensive Plan criteria. Mayor agreed that some policy should be set making areas within the City accessible by laying out a system of roads in order that development will be orderly. Council agreed that some standar, should be adopted but it was the opinion of most members that this problem is a matter for the Planning Commission. McCannon reported on progress of Oak Knoll committee and outlined problems and recommendations of Oak Knoll principles. McCannon sai~ there is some question on the boundary lines of the Oak Knoll Golf Course between the City property and Liningers and recommended that a survey be done and asked Director of Public Works what such work would cost and if he thought Liningers might be willing to share in the expense. Alsing said it would cost several hundred dtllars since there has been no work done and felt Lininigers might 'hare ih cost since it would be beneficial to them. McCannon said Oak Knoll had requested that they be allowed to make quarterly tax pay- ment Because of timing of membership dues falling in February. The question came up as to why Oak Knoll has their TID water metered when the only other user metered is SOSC. Alsing explained that this is the only way records can be kept on large users. McCannon asked consideration on request by OK to increase green fees and membership fees, saying that $3.00 green fees would be charged for 9 holes on weekdays; $5.50 for 18 holes. On weekends and holidays $3.75 would be charged for 9 holes and $6.50 for 18. Family member ship would be $330.00 for families and $275.00 for individuals. 0n weekend only basis $225.00 would be charged for individuals. McCannon recommended that the golf cart fee structure be independen of City jurisdiction. McCannon moved for approval of requests; Rag' land seconded and on roll call, all YES. A memorandum from Judge Munsell and City Attorney Salter was read relative to a new ruling on persons cited for Driving Under the Influence of Intoxicants and calling for jury trials and/or court appointed attorney in the event they are indigent. SERVICES CONT. that an adjustment would be necessary for himself and the Judge due to additional time spent in preparation of trials as provided by law and if less time than anticipated is taken on such cases, that a downward adjustment would be made. Salter further stated that if Council decides to go back to the routine where the APD would cite all charges to District Court in Medford as before July 1, then the memorandum could be disregarded. Laws moved request for increases in salaries be approved; Ragland seconded. Satter said he will be arranging for an assistant to handle some of the workload. On roll call, passed unanimously. INDEPENDENT AUDIT After some discussion on the feasibility of an independent audit contract as suggested by Finance Director Nelson in his memorandum of September 29, 1977, Laws moved to table; Phelps seconded and on roll call, all YES. ORDIN.~qCE - OAK KNOLL AREA Second reading by title only was given an ordinance withdrawing recently annexed property from Jackson County Fire District No. 5. McCannon moved for adoption, Laws seconded and on roll call, motion passed without opposition. ASHLAND HILLS WITHDRAWAL FROM JCFD No. 5 City Attorney Salter gave second reading by title only of an ordin- ance withdrawing recently annexed property from Jackson County Fire District No. 5. Ragland moved for adoption; Phelps seconded and on roll call, all YES. ORD. REPEALING SEC. 4.32.060 First reading was given an ordinance repealing Section 4.32.06n(b) of Ordinance No. 1885 and Ragland moved to second reading; Phelps seconded and the motion passed unanimously on roll call vote. RES. TRANSFERRING FUNDS A resolution transferring appropriations within a fund was read and McCannon moved for adoptio,.; Ragland seconded and on roll call passed unanimously. CANVASS OF VOTE Resolution declaring the canvass of the vote on the proposed muni- cipal swimming pool and operating levy was read and Ragland moved for adoption; second by Hamilton and on roll call, all YES. Salter said that he heard from bonding attorneys and they had said there would be no cost to the City. PROCLAMATION Mayor Prickett proclaimed defeat of swimming pool bond issue. HUMAN RESOURCES AGREEMENT Ragland moved to authorize Mayor to sign agreement with Human Resource Department for funding of Ashland Senior Center. McCannor seconded and on roll call, all YES.
