MINUTES
SPECIAL COUNCIL MEETING
April 9, 1976
The Ashland City Council met at 1:45 pm on She above
date in council chambers. Mayor Prickett and Councilmen
Allen, Ragland, McCannon and Laws were present; Councilwoman
McDowell and Councilman Hoffarth were absent.
City Administrator Almquist gave second reading by
title only of "An Ordinance Granting to the Ashland Electric
Utility Company, its Successors and Assigns, the Franchise
and Privilege to Maintain an Electric System Upon Public
Property Within Said City, Imposing a Franchise Tax, and
Declaring an Emergency". McCannon moved for adoption of the
ordinance, seconded By Ragland, and passed unanimously on
roll call vote.
Almquist gave second reading by title only of "An
Ordinance of the City of Ashland, Oregon Adopting a Utility
User Tax Upon the Use of Electric Facilities and Service,
and Declaring an Emergency". Allen moved to adopt the
ordinance. Seconded by Ragland, and passed unanimously on
roll call vote.
Almquist presented a written explanation of the change
in utility Billing procedures to be mailed with the first
and second billings under the new procedure as required by
above ordinances. It was the concensus of the group to make
minor additions to the explanation in order to clarify that
the new procedure will not increase the amount of the bill.
