ASHLAND CITY COUNCIL
September 14, 1976
The City Council met in'an adjourned special meeting at 7:30
on the above date in Council Chambers with Mayor Prickett and all
Council members present.

After the mayor called the meeting to. order, Administrator
Almquist showed comparison of "Twin Plunges" assesBed value of
$61,780 on 2.8 acres in C-3 zone and former "Lithia Mill" property,
8.6 acres assessed at $73,980 in M zone at East Main, Mountain Avenue
and Railroad Track to be offered at Sheriff's sale on morning of
September 16, 1976, with minimum bid of $90,000.
Mayor Prickett read the terms of the counter offer by Alfred
and Edith Willstatter: $900 for 90-day option for $120,000 purchase
price with offer good until noon September 15, 1976.
Joe Albachten, realtor with "Twin Plunges" listing, spoke of the
advantages of the Willstatter property, and said his client would be
willing to consider a trade of some city-owned property to apply to
a part of the purchase price.
Carroll Corliss, 520 Fairview St., inquired about terms of sale
of Lithia Mill property, to which Almquist replied that it could be
purchased for cash or 15% ~own and balance at 8% for 15 years, or
could be amortized more rapidly. Corliss also questioned traffic
and probable need for expenditures to redesign East Main, to which
McCannon replied that it appears eventually E. Main will need to be
widened, and the mayor said at one time the Traffic Co~nission
discussed parking on one side only along East Main.
Duane Smith, president of Chamber' of Commerce, said his board
discussed probable locations and could not reach a decision because
of unknown facts, but hoped the Council would consider all aspects of
move, especially the long term impact upon the area in which justice
center would be located.
McCannon moved to go into an executive session.
and motion approved unanimously on roll call vote.

At 9:12 p.m., following the executive session, the meeting was
again called to order. Councilwoman McDowel! moved to offer $900 for
a 90-day option to purchase "Twin Plunges" for $91,000, with a dead-
line for acceptance of noon on September 17, 1976, and to instruct
the City Attorney and Administrator to investigate the purchase of the
"Lithia Mill" property if it is not sold at auction on September 16, 1976.
Allen seconded, and motion passed on roll call vote with Allen, Hoffarth,
Ragland, Laws and McDowell in favor and McCannon op pedo
