After having led the Pledge of Allegiance, Mayor Prickerr called the meet
ing to order at 7:30 on the above date in the Council Chambers and read a
letter of resignation from Councilman Craig Hoffarth who had moved outsid
the City limits. On roll call Councilmembers McDowell, Ragland and Laws
were present. Allen and McCannon were absent. Councilwoman McDowell ~
moved to accept Hoffarth's resignation and requested that a letter of
appreciation be sent for his service to the City. Ragland seconded and
motion passed unanimously by roll call vote.
McDowell moved to approve minutes of the regular meeting of Oct. 5, 1976
as submitted. Ragland seconded and motion passed unanimously on voice
vote.
Ragland moved to accept minutes of boards, commissions and committees;
McDowetl seconded and on voice vote the motion passed unanimously.
A letter requesting a sewer hook-up at 130 Clay Street from Eugene Wright
was read. The applicant was not present to give exact location and owner
ship of lot so Ragland moved to table until November 16 meeting for more
information and McDowell seconded. Motion passed unanimously on roll ca1
vote.
A proposal to publicize vacancies in various City commissions, committees
and boards as submitted by Allen Drescher was read by the City Administ-
rator. Drescher explained his interest in giving public notice in the
newspaper to generate more interest from the citizens. McDowell felt the
legal notices are not read by everyone and that contact with the Mayor oz
sugges-ions or recommendations have been effective in the past. Laws
added .hat he has been pleased with Mayor's appointments. Ragland spoke
in fay 'r of proposal stating that public awareness in all matters of gov-
errmaent has become vital in the recent past and moved that City Attorney
Salter draw up appropriate ordinance. Laws seconded. Caroll Corliss
expressed concern that the newspaper might skip writing a story on vacan-
cies if it is covered in legal notices and wondered if such publication
might curb Mayor & Council action where time is a factor. Brtta Hazell
said she is interested in getting people to serve and had called twenty-
five people in search of someone who might be interested in serving On
the Planning Commission without success. Mayor agreed with Drescher's
recommendation to publish vacancies and suggested that the e~tire slate
of vacancies be advertised at the end of the year when terms expire.
Laws moved to amend motion to call for publication by the 15th of Decem-
ber on term expirations of Planning Commission, Budget and Historic Comm-
ission. Ragland seconded. On roll call on amendment, McDowell, Laws an~
Ragland voted YES. On original motion by Ragland, all YES. On Salter's
question as to time period, Mayor suggested 5 days. Hazell said that
would not give people enough time. On suggestion that applications
could be kept in the Recorder's office, Butler reminded Council they wou~
open to the public.
A request for a noise permit was read from SOSC Student Activities offic,
for plan to advertise tournament with bull horn on Oct. 21 and 22. Laws
moved to grant ermit upon Chief Hays expression that it would cause no
particular problem. Ragland seconded and motion passed on roll call,

Memorandum was read from Director of Public Works notifying CounciI of
an emergency pavement cut made in "B" Street.
Mayor rrickett asked for confirmation of appointment of Kay Bernard to
the Justice Center Site Selection Committee. Ragland moved to place
matter on the agenda; second by Laws and passed unanimously on voice vote.
McDowell moved for confirmation; seconded by Ragland and passed unanimous-
ly on voice vote.
Eugene Wright arrived and Laws moved to take matter off table; Ragland
seconded and motion passed on roll call without opposition. Wright
explained that he has a good septic tank on his lot but the one next door
has been turned down for a septic permit twice. He plans to build in
order to have his family next door if he can get a sewer connect. Ragland
moved to approve request; McDowell seconded. Laws went on record in
opposition until policy is established bya new ordinance. On Brita H~z-
ellts question as to connects unless under special circumstances, Ragland
said he thought being turned down twice b t~A~C~y would qualify the
request in that category. On roll call, ~no~ and Regland voted to
approve request; Laws opposed the motion. Motion carried.
ReCommendation from the ~raffic Safety Commission proposing a parking plac
be made available for the handicapped was presented and Mayor Prickett
asked the status of the matter. Chief Hays said that the space propose~
now being used by patrol cars would be difficult to relinquish because of
the critical need for the cars to be readily available to the department
and suggested a space near the island .C.L. Corliss, Traffic Commissioner
said that should the person be the driver that they would have to get out
on the wrong side of the car and said that getting a wheelchair out of the
car can cause difficulties. After many alternatives were discussed, it
~as decided that further research would be necessary and that results be
brought back to the November 16th me,ring.
Recommendation from Traffic Safety C~mmission proposing a parking restrict.
ion on the west side of Mountain Avenue north of Henry was considered and
Raglend moved to approve; McDowell seconded and on voice vote, all YES.
Traffic Safety Commission recommended that parking be prohibited between
817 and 831 Harmony Lane. Alsing explained that the property owners had
requested prohibition because they are deprived of using their own drivew~
Ragland moved for approval of request; McDowell seconded and on roll call,
motion passed unanimously.
Recommendation from Traffic Safety Commission to prohibit parking on the
north side of Fern Street between Elkader and Roca Streets was presented.
McDowell moved to approve. Ragland seconded and on roll call, passed
unanimously.
Councilman Laws gave background of Ballot Measure #12 and cited areas of
City concern where intra-agency contracts would be ~eopardized and moved
that the Ashland City Council advise its residents that Ballot Measure #12
would decrease the efficiency and effectiveness of City programs and
increases their cost, and therefore recommends a "No" vote on the measure.
Ragland seconded the motion which passed unanimously on roll call vote.

PUBLIC WORKS EMP. ACT
A memorandum from the City Administrator was read outlining criteria for
funding through the Public Works Employment Act and outlining Assurances
and recommending the Mayor be authorized to sign the document. Ragland
so moved; seconded by McDowell. Councilman Laws felt it is dishonest to
infer that level of services are inadequate. Mayor Prickett said that
two years ago services had to be cut. Laws said it is a matter of prin-
cipal. On roll call McDowell and Ragland voted YES. Laws opposed.
{14RISTMAS DECORATIONS
A memo relative to City's policy of installation, maintenance and storage
of Christmas decorations was read requesting authority to continue the
service and possible acquisition of additional wreaths by the City giving
the costs involved and citing the storage problem as critical in the
already overcrowded City warehouse. Mayor Prickerr appointed McDowell
and Ragland to meet with the Chamber of Commerce and return with recom-
mendation.
ORDINANCES, RESOLUTIONS
AND CONTRACTS

Second reading was given by title only of an Ordinance amending Ordinance
No. 1415 as amended by Ordinances Nos. 1713, 1795, 1812 and 1844 which
created and adopted a position classification plan. McDowell moved for
adoption; Ragland seconded and on roll call passed unanimously.
Scenic Dr. Parking
Prohibition - Res.
A resolution was read prohibiting parking on the west side of Scenic Dr.,
northerly of its intersection with Church Street. McDowell moved for
adoption. Ragland seconded the motion which passed unanimously on roll
call vote.
Contract for Senior
Taxi Rates
Contract with Dennis Perkins, of the Agate Taxi Lines was presented and
it was noted that 24 taxi ride tickets would be made available to senior
citizens with 50¢ value and for husband and wife qualifying 18 tickets
each would be given. Ragland moved to authorize signing by Mayor ~nd
Recorder; Laws seconded and on roll call, all YES.
O~e99/Ore 66 Maint.
A letter to Regional Engineer Clark of the State Highway Division from
Almquist was read relative to maintenance and position of City in responsj
bility in policy. A resolution was read approving Agreement No. 5864
with Oregon State Highway Division for the maintenance of traffic signals
at the intersection of Siskiyou (Ore 99) with Ashland Street (Ore 66) and
Wightman Street: and authorizing the Mayor and Recorder to execute same.
McDowell moved for adoption. Ragland seconded and on roll call motion
passed unanimously.
LIAISON REPORTS
McDowell submitted a rough draft of proposed Cable TV Franchise and
explained that Klamath Falls Ordinance was used as a guide. Mayor Pricket
set November 23rd at 7:30 p.m. for a joint study session with the Cable T~
Committee .... ~
DEPARTMENTAL REPORTS
McDowell moved that Departmental Reports for September 1976 be accepted
and place on file. Ragland seconded and motion passed on voice vote
unanimously.
