Hudson recommended BLM use of the Wagner Creek access route. Hudson added
that the logging company shou]d have to promise repair of road if used.
C. E. Johnson of 2323 Greenmeadows agreed with H~dson in requesting that if
logging trucl~ are allowed to use To]man Creek Road, the people deserve a
promise that the road w~ll be repaired. He also brought up tbe dangers
involving such use because of the heavy traffic, school children etc.
Duane Smith of the Chamber of Cormaerce report~!d that 700 people benefitted
by staying fi~ private Ashland homes dnring the peak of the Shakespearean
season thereby keeping dollars in the City.
Almqu]st said that the Christmas decoration committee had recommended the
decorations be installed this year and then we w~ll establish what should
be use<q and/or discarded next year~ Ragland so moved; McCannon seconded.
On roll call motion passed uaanimously. Ragland then moved to purchase the
two wreaths to conform with those purchased by businesses. McCannon scoot'd-
eal. On roll call, Allen, Ragland, McCaanon, Laws and McDowei1 voted in
favor. Drescher opposed.

ment pipe for the Bellview area from Crowson Reservoir before the price
bid expires on November 20, 1976. McCannon moved to approve request;
second by Ragland and on roll call, all YES.
Mayor asked for Council input on monthl? effort to communicate with citi-
zens through a newsletter to be enclosed in utility bills, and said tle
plans to leave a place for people to sign who might be interested in the
coranittee openings coming up in the month of December. Council agreed on
plan and Laws so moved. Ragland seconded and om roll call, all YES.
Recorder Butler submitted Abstract of Vote for ballots cast for Municipal
Offices at the General Election held on November 2, 1976 and read the
Resolution summarizing the results. McCannon moved to adopt; McDowa]l
seconded and on roll call, all YES. Mayor Prickerr read proclamatien re-
garding the election.

First reading was given an Ordinance adding a section to Chapter 2.r'~ of
the Ashland Municipal Code relative to the appointment of cemmittee'l
McCannon moved to second reading; Ragland seconded and on roll call
motion passed unanimously.
A]mquist gave first reading on an ordinance smending Section 14.]2.010 and
Section 14.12.050 of the Ashland Municipal Code relative to delinquent
utility accounts. McCannon moved to second reading; seconded by Rag~an~
and passed unanimously on roll call vote.
First reading was given an ordinance amending Ordinance No. 1361, the
Zoning Ordinance and Section 18.12.030 of the Ashland Munic~pai Code
to rezone certain property from R-i:B-8 to C-3 (Heavy Conm~ercia]). Allei~
moved to second reading; Ragland seconded and on roll call, all YES.

Ragland agreed but reminded Council that as a body we did not support the
State revenue sharing plan. Drescher felt state aid would give the lib-
rary purchasing power. McCannon felt that everyone will benefit. On roll
call, Allen, Drescher, Ragland, McCannon and McDowell voted YES. Laws
opposed.
A resolution was read ~rohibiting parking on the north aide of Fern Street
between Roca & Elkader Sts. %{cDowell moved to adopt; second by Ragland
and passed unanimously on roll call vote.
A resolution for the transferrffng of appropriations within funds was read
and McCannon moved for adoptiou; McDowell seconded and on roll call,
passed unanimously.
