Ashland City Council
June 26, 1975
An adjourned meeting of the City Council was called to order
by Mayor Prickett in the Council Chambers at 4:00 P.M. on
the above date. Hoffarth, Ragland, McCannon and Laws were
present. Allen and McDowell arrived.at 4:05.
Finance Director Nelson reported that he had invited bids on
liability insurance from the four local agencies with the
ability to handle the liability insurance the City requires,
but received bids from only twD of them. The low bid came
from our present carrier, Reinholdt and O'Harra, in the
amount of $19,845, approximately twice the amount paid for
the premiums during the past fiscal year, and recommended
acceptance of the bid. McCannonmoved to accept Nelson's
recommendation'. Hoffarth seconded, and passed unanimously
on roll call vote with Hoffarth, Ragland, McCannon and Laws
in favor.
At this point Councilman Allen and Councilwoman McDowell
arrived. Nelson explainedthat atth~previous adjourned meet-
ing he had erred in not allowing for an adjustment of the
Equipment Fund -- that there was a decrease in the amount of
$37,338, thus bringing the total budget to $8,218,077. He
said this error would necessitate a first reading of the
ordinance with the corrected figures.
Mayor Prickett suggested that in light of the recent news
that the CETA program will be continued through July of
1975, that part of Police salaries be transferred to contin-
gencies. Nelson said funds can be reappropriated later, and
recommended using the supplemental budget procedure rather
than adjustments now, explaining there will probably be
other resources later that would require supplemental
budgeting.
Nelson read "An ordinance adopting the annual budget,
making appropriations and levying taxes for the period of
July 1, 1975, to and including June 30, 1976, such taxes in
the sum of $370,022 upon all the real and personal property
subject to assessment and levy within the corporate limits
of the City of Ashland, Jackson County, Oregon, said levy to
be in accordance with the particular appropriations men-
tioned herein, and declaring an emergency." McCannon moved
to pass the ordinance to a second reading. McDowell secon-
ded, and motion passed on roll call vote with Ragland,
McCannon, Laws, McDowell and Allen in favor and Hoffarth
opposed.
At 4: p.m. the May adjourned the meeting tO 4:15 p.m.,
June , 1975, for econd reading of the budget ordinance.
