Request is for a conditional use permit with site review approval to allow
the constru. ction of a chnrch annex. Also there is a request fez a zone
variance to allow a reduction in the n~m!ber of off-street parking spaces;
a reduction in the side yard setback area, a reduction in the rear y~zd
setback area, and a reduction in the distance between principal buj_ldingF,.
FINDINGS OF FACT: F~llow_[n9 is ~he applicant's response to ~he '~hlee con-
ditional use permint requirements listed in section t8.56.040(A) of the
Zoning Title and the three zone variance requirements set forth in section
18.64.020(D). The conditions set forth in these sections must be estab-
lished before a conditional use permit and zone variance can be granted.
C_U Finding% of Fact (Site Review considerations are also included):
1. This addition will not affect the helath, safety, peace, morals, comfort
of the people. Safety w.ill be better because we will be tearing down all
existing buildings whj. ch are a safety hazard. The physical and moral v~clfarc~
will be greatly enhanced by the erection of new structure. In the l'ears
that we have occupied this building, to our knowledge there has never lieell
any complaints from neighbets about the peace and comfcrt of the neighborhoed
being disturbed. The properly will be .used a~ minimum ~raffic hours. There
will be 1~o dust. The parking area will be blacktopped.
2. The addition of new modern structure will replace old delapj. dated
buildings which will automatically enhance the monetary value of the
and be an asset to the conmunity.
3. TIle establishment of better educational facilities will have an affect
on the moral and spiritual welfare cf th% City. Those facilities will
equip our own families to have better educational and social functions

ZV Findings of Fact
1. Because of setbacks, lot shape, and limited space we need to build
closer to existing buildings in order to have enough space to build a
facility that is adquate in size.
2. It will affect the usability of the lot. The setbacks on adjacent
property is not according to specifications required by the City.
3. This ten foot variance will not be determined as hazardous. The new
one will be block, and we will put a fire will on the existing building
consisting of 5/8" sheet rock on the back next to the new addition.
4. Concerning the variance for parking the church has, where the existing
annex is, a lot 48,000 square foot parking area which should accommodate
at least 14 parking spaces (7 down each side) with a 20 aisle. We should
have four parking spaces next to the alley which would give us 18 spaces.
Possibly three parking spaces along side existing b~ilding "C" St. We have
observed other churches that have only street parking. It is believed that
we should be allowed the church frontage on two streets for parking since
we have been using it for longer than we have had City ordinances.
5. We have observed that the Telephone Company that is on Main and Sixth
Streets is set back only ~!~ht feet on the main thoroughfare and existing
structures are built on the property line.
6. There will be ten feet set back from the alley (foundation). We are
asking for the two feet overlay. Other buildings are overhanging in the
set backs. The overhand would still be 8 feet from the property line.
7. We need this variance in order to get th~ width to give us ample floor
space.
We ask for this variance with the stipulation and understand that we will
conform to code (according to fire specifications). We need all four
variances to get floor space adequate for our church. We have already
cut off three rooms so we feel to cut any more off would not be adequate
for us. We fee]. that we have the right to build this size building on this
property after observing other buildings about us that do not come up to
code. We are not asking to build on the line but feel these variances
should be granted.
STAFF NOTES: The applicant is requesting to construct a church annex. T~.~o
existing structures on the lot will be removed to accozun~odate the new building
and off-street parking facilities, Also, the applicant is requesting four
zone variances to allow a reduction in the n~m!ber of off-street parking spacers
from 18 to 9; a reduction in the side ysld setback from 15 to 8 feet; a re-
duction in the rear yard setback from lO=to 8 feet; and a reduction in the
distance between principal buildings from 25 to 6 feet.
The Findings of Fact concerning the conditional use permit seem to be ade-
quate. The zone varianca iincings of fact as written, however, se~m to
require additioRal supportive factual information. The applicant has indi-
cated that suchlinformation will be forthcoming at the public hearing from
persons involved in the possible construction of the bujlding.

If the above requests' are approved by the Plannii~g Co]~m~ission, staff would
recommend the following condition:
1. A three' to six foot wall, fence, or hedge L~.e installed alor:g tlie northerlii
edge of the driveway as shown on the site plan.
The applicant should also be a~,~are that a final 3_~ndsca!~s1c_! plan is required
showing the type, placement, and sizes of plantil~%is and'~il undercJrou]~d
irrigation facilities. Such a plan should cover the h...o r~arking areas as
indicated on the site plan.
