The City Council met in an adjourned meeting at 4:00 p.m.
in the Council Chambers on the above date. Mayor Prickett
and Council members Ragland, McCannon, Laws and McDowell
were present; Allen and Hoffarth were absent.
An addendum to the contract with the Ashland City Police
Association, Local 843, relative to the pay plan for
fiscal 1975-76 was presented for ratification. McCannon
moved that the mayor and recorder be authorized to sign
the contract. McDowelt seconded, and motion passed
unanimously on roll call vote.
A contract addendum with Construction Laborers, Local 1400,
relative to the pay plan for fiscal 1975-76 was presented
for ratification. Laws moved to authorize the mayor
and recorder to sign the contract. McCannon seconded, and
motion passed unanimously on roll call vote.
An addendum to the contract with the International Brother-
hood of Electrical Workers, Local 659, relative to the pay
plan for fiscal year 197S-76 was presented for ratifica-
tion. McDowe]l moved to authorize the mayer and recorder
to sign the contract. Ragland seconded, and motion passed
unanimously on roll call vote.
Almquist read a resolution setting forth a wage plan for
miscellaneous non-supervisory employees for fiscal year
1975-76. McCannon moved to adopt the resolution,
McDowell seconded, and motion passed unanimously on roll
call vote.
Almquist then read a resolution setting forth a wage plan
for supervisory and management employees for fiscal year
197S-Y6. McDowell moved to adopt the resolution; Ragland
seconded, and motion passed unanimously on roll call vote.
Mayor Prickett noted that the above resolutions did not
include the recorder's salary, to which Almquist replied
that the City Charter provides for the recorder's salary
to be adjusted in the same percentage as the average
salary adjustments of the other supervisory employees and
department heads, but agreed that fer the record the amount
of salary should be brought to the Council's attention, and
will do so at the next meeting.
P. W. Director Alsing reported that this year's street
resurfacing is costing 30% lessthan estimated because of a
lower than estimated material bid, the continuation of the

CETA program, and the settlement with the Construction
Laborers in a favorable wage percentage. He asked for
authority to continue resurfacing additional streets based
on his previous list of priorities of streets. McCannon
moved to authorize the paving of Palm, Walker, Indiana
and High Streets, but that the cost not exceed the $53,650
appropriated. Ragland seconded the motion. Laws and
Mayor Prickett questioned the propriety of acting on the
matter without advance publicity, but also commented that
these streets were included in Alsing's original report
on streets that needed resurfacing, and which received
no remonstrance at that time. Alsing said his only reason
for urgency in getting authorization was to continue using
the crew at its full capacity--the present paving projects
will be completed before the next regular council meeting.
The motion passed with unanimous YES on roll call vote.
The meeting was adjourned at 4:15 p.m.
