Rev. Edward II. Perry of Ashland Bible Church gave invoc

Mayor Fries called the regular meeting to order on the
above date at 7:30 p.m. Present were Allen, Conklin an
McCannon. Roble and Prickett were absent. Soderberg
arrived at 7:35 p.m.
Mayor Fri. es appointed Director of Public Works Alsing
and Planner Mawson to BCATS Advisory Committee as rec-
ommended by Conklin. Conklin moved for a~proval;
second by McCannon and passed unanimously on voice vote
Conklin moved that minutes of the regular meeting of
July 16, 1974 be aOproved and placed on file. Second b

McCannon moved for acceptance of minutes of Parks & Rec
reation Commission meeting of June 20, 1974 and July 11
1974; Allen seconded and motion passed unanimously on
voice vote.

McCannon moved for acceptance of minutes of the Plannin
Commission for meeting of July 8 and July 22, 1974. Mot
was seconded by Allen; on voice vote, all YES.
City Administrato~ Almquist outlined program for Legis-
lative Information by League at cost of $288.00 per yea
based on two cents per capita and recommended that Ash-
land participate in program. Conklin so moved; Allen
seconded and motion passed unanimously on voice vote.
City Administrator Almquist read recommendation from
Parks & Recreation Commission for stoo sign to be Place
on new street into Hunter Park Tennis Courts; that "no
camping at any time" be placed adjacent to Lithia Frost
and that street into Htmter Park ~'ennis Courts be
named Hunter Court after George Hunter. Allen moved to
adopt recommendation, Conklin seconded and on roll call
vote motion passed unanimously.
City Administrator Almquist read letter from VF1V comp-
laining of commercial ization by organizations on col,,-

There was no response from the audience. Soderberg
said that she has contract on BCATS and suggested that
same be distributed to Council. City Administrator
said he also has draft and would make it available for
next meeting's agenda.
Conklin reported for com~mittee on truck parking and rec
ommended that truck parking in residential areas only
be allowed on two hour basis during day and there be
no parking between 10:00 p.m. and 7:00 a.m. and that
recreational and nick-ups be excluded from limitation,
and so moved. Allen seconded. On roll call, all YES.
Mrs. Ralph Buerosse asked if such parking restrictions
would prohibit trucks from parking on private property
not necessarily owned by truck driver parking there.
Conklin said that Council would have no control over th
use of private land as long as such use would not be
immoral or unsafe to the public. In answer to ~lrs.
Buerosse's question relative to restrictive covenants
of subdivision and their enforcement, Conklin said that
would be the problem of individual property owners.
Mr. Buerosse said that in an R-1 Zone such nuisance
should not be allowed and that the quality of the area
is being degraded by truck parking and brought up dange
to youngsters by trucks. ~layor Fries said the amend-
ments to ordinance will be drawn and suggested that any
violation of same be reported. City Attorney Salter
stated that enforcement of restrictive covenants in
subdivision is a civil matter to be settled by civil
suit, and also mentioned that Committee had recommended
that one warning notice be given to violators before
citations are issued. Conklin said that this recommend
ation should have been part of his report.
MaCannon reported on progress relative to his efforts
in establishing discount rates for senior citizens of
Ashland and stated that he had met with the Wenkers of
Ashland Sanitary Service who ','ere agreeable to charge
a $2.00 fee (instead of $3.00~ for those senior citizen
who qualify for the city utility discount over sixty-
five years of age and all these over eighty years otd.
Bob Voris offered a twenty-fSve cent discount of his
cab rate for each way. HcCannon said he also checked
with businesses and that discounts would vary accordinz
to their margin of profit and that the retail committee
of the Chamber will see what each business may agree
to. McCannon asked approval to authorize the Senior
Forum to determine those eliEible, to Drovide a list
and to f. ive cards to each se~ior citizen who is

Recreation Department for consideration and that a

a copy of their minutes'had been received. The City
Administrator said that he had also received a copy of
Ashland Parks & Recreation declining the proposal.
Conklin moved that salary increase of amount equal in
percentage to that received by other department heads
be applied to Hunicipal Judge and City Attorney.
McCannon seconded and on roll call vote, motlon passed
unanimous ly.
Public Hearing on request for zone change was opened
and the proceedings were recorded on tape. ~Iawson
showed slides of the property and explained that the
parcel had been annexed without zone change and that
it had been zoned F-R (Farm Residential) while in the
County. Maws on said that the Planning Commission had
recommended the zone change from F-R to City Zoning
R-3:2.4 and submitted aDplicant's findings of fact for
consideration. Maws on stated that the auto renair
operation on the property is illegal and actually will
still be with the zone change. Bernie Biedak, who
operates the Cosmic Tinker Shop said that three familic
earn their livinH through the shop, and that they have
been unable to locate anor~her shop to rent. On questio
from Allen and Conklin, Hawson said the property would
require C-1 zoning in order to allow the shop to remain
and the aDDlicant had not requested C-i. On question
from Murray Gardner (in audience), 1340 Ponderosa, ~iaw~
son said the parcel of land could support about 3S unit
if utilized at its maximum density under R-3:2.4 zoning
Mrs. Parent said she had no plans for construction of
additional units she only wanted to make use of the
two houses on the property. Conklin moved for zone
change to R-3:2.4 as requested, and for adoption of
Findings of Fact as submitted to and adopted by Plan-
ning Commission. Soderberg seconded and on roll call
vote, motion passed unanimously. It should be noted
that there was no opposition to the zone chan~ze in the
public hearing.
Planner Maws on reminded Council of the joint study sess
ion with Plannipg Commission set for August 12, 197~,
at 8:30 p.m. in the Council Chambers.
City Attorney Salter explained P]annin~ Commission's
recommendation to delete certain subcommittees fcom the
full comlnission. Conklin moved that City Actministr:~tor
Almquist give first reading of the ordinance. Allen

The City Attorney said he simply followed the oreviot:5

second. Attorney Salter was directed to amend ordin-
ance.
City Administrator Almquist read recom~mendation from
Planning Commission relative to amendment of Ordinance
No. 1361 as it pertains to sign regulations and gave
first reading of the ordinance. McCannon moved for it
passage to second reading; Conklin seconded. Haws on
asked City Attorney Salter if a m~blic hearing was nec
essary to which Salter a swered in the affirmative.
McCannon withdrew.: his motion to ~ass to second reading
Allen withdrew his second. Soderberg moved to set
public hearing for regular meeting of September 3, !97
at 7:30 p.m.; Conklin seconded and raotion passed with-
out opposition on voice vote.
City Administrator Almquist reported on request from
Plaza businessmen to limit one hour parking between th
hours of 8:30 a.m. and 8:00 p.m. on North .Main from
Winburn Way to Guanajuato Way and adjacent to the
island from Oak Street northerly except for five space
adjacent to the Plaza Island which shall be desSgnate,i
as thirty minute parking spaces from 8:30 a.m. until
8:00 p.m. Soderberg spoke in favor of some 3~ minute
spaces on business side of plaza as they were previeuz:
ly, but Allen said he understood this recommendation
was satisfactory to businessmen and moved that ordin-
be given first reading; Conklin seconded and motion
passed unanimously on ;~oice vote. City Administr:~tor
gave first reading and Conklin moved to second readi:~E

call vote with Soderberg adding that if the merchants
were not satisfied with changes that they could come
back with recommendations.
City Administrator Almquist reported that he had rec-
eived three petitions from property owners requesting
that an assessment district be formed to pave/~'alker
Avenue between Hiawatha & Peachy h'ith those proper~y
owners who benefit by such improvement to sha~e in the
cost of same and asked that Council authorize him
approach the owners of Timberline Subdivision for
action. McCannou moved to give City Administrator
authority to write to property owners; Conklin second,~:~
and on roll call, all YES.
City Administrator Almquist reported that Lt. Roy H:in-
son has been placed on sick leave until his retire:,le~,t
on October 19, i97.i and asked for authorization
replace him with a new bite immediately and transfer
the necessary funds for the period of time through
October 19, 1974, from the operating contingcucy.
McCaunon moved to grant request; Allen second,'d
motion passed unanimously on roll call vote.

City Administrator Almquist gave first reading of an ord
inance by title only adopting Ashland Municipal Code.
Conklin moved for passage to second reading; Soderberg
seconded and on roll call, all YES.
City Administrator Almquist gave first reading of an
ordinance annexing a conti~uous area to the City of
Ashland, Oregon. ?4cCannon moved that ordinance be passe,1
to second reading; Soderberg seconded and ~otion ~assed
with Allen, Soderberg and McCannon voting YES. Conklin
opposed.
First reading of an ordinance withdrawing certain
recently annexed real property from the Talenr Rural
Fire Protection District ~cas given by City Administrator
Soderberg moved ordinance be passed to secon~ reading;
McCannon seconded and motion nagged with Allen, McCannor
and Soderber~ YES; Conklin NO.
City Administrator A!mquist gave second readin~ by title
only of an ordinance amending Title iS of the Ash'land
-Municipal Code relating to Buildings and Construction ant
declaring an emergency. Soderberg ~noved for adortion:
Allen seconded and motion passed unanimously on roll call
Second reading by title only was given of an ordinance
amending Ordinance Xo. 1373, the franchise granted to
AshlaAa Sanitary Service and as aznended by Ordinance
No. 1665 relative to rate changes and declaring an emer-
gency. Conklin moved for adoption; .McCannon seconded
and motion passed unanimously on roll call vote.
City Administrator Almquist asked Public Works Director
Alsing for a report relative to stop signs proposed for
So. Mountain Avenue who said that he had not vet net with
residents but had collected data and will call meetin~
before next Council meeting on August 20,197-~. City
Administrator Almquist read the Resolution calling for
stop signs on So, Mountain at Ashland Street and Pleasan=
Way. Soderberg moved to adopt, seconded by Allen.
Passed unanimously on roll call.
City Administrator Almquist submitted coonerati(*e a~ree*
ment for mutual assistance with State Forestry Se,.'vice
and noted although it has been a long time arrange:nest
this is being done by written agreement and asked that
Mayor & Recorder be ~ivep authorization to si<n sa.:~e.
Conklin moved to authorize; Allen seconded. 0n roll call
motion passed unanimously.

Adjournment
Mayor Fries called for executive session at 9:05 to
hear report from Consultant ,John W. Bodilly relative
to progress in Union negotiations. (Police)
City Attorney Salter presented Oredson contract and
pointed out that TIP water would be used and that the
contract is the same as when review at previous meeting
Conklin moved to authorize ,Hayor and Recorder to sign
contract. Soderberg seconded and motion passed unan-
imously on roll call vote,
Mayor requested item be placed on agenda relative to
bridge bids. Soderberg moved to put on agenda; _Allen
seconded. On voice vote, all YES. City Administrator
suggested that all bids be rejected and that we be
authorized to negotiate with FD.~_~ and asked opinion of
Director of Public Works Alsing who recommended that we
negotiate on all three but suggested that we hold the
bid on Granite Street so that if :,'e cannot negotiate
successfull>' on all three we would have the bid on
Granite for a reasonable amount, Conklin so moved, Alle~
seconded and on a roll call vote, all YES.
Conklin asked permission for placing on agenda increase
in salary for City Recorder and requested it be lqaccd
on the November S, 1974 ballot and asked for a measure
to give flexibility in Recorder's salary allowing ~n-
crease of the same percentage as that given to depart-
ment heads and moved a resolution be drawn to that
effect. McCannon seconded and on roll call, all YES.
