Mayor ]Pries called the regu]sr meeting to order on the abov~,~ date at 7:30p:
in the Council Chambers. Allen, Conk]in and Prickart were present. Rolls
was absent and Scalarberg arrived at 7:30 p.m. McCannon arrived at 8:45 p.m.
1%ere being no corrections, the minutes of the regular meeting of Sept-
ember 3, 1974 stood approved as read.
Conklin moved that Department Reports for the month of August be accepted
and placed on file; Allen seconded and on voice vote passed unanimously.
Conklin moved to accept and place on file the minutes of the Planning Com.ub-
ission for meeting of September 9, 1974.
City Administrator Almqujst stated that he had heard from xIr. Earl Purdy,
Resident Engineer, and that he had asked that request b~ postponed until
further notice.
'i]~e City Administrator reed a letter from Vincent Oredash requestin~ a
variance in road construction details for Mountain Rs~mh Subdivision and
a memorandum from Director of Public Works reco~neDding against rolled
curbs because of drainage problems, difficulty in flushing and c]erninfT,
damage to landscaping by cars drfving over curbs and the fact that 'zedes--
trians are endangered by lack of a safety factor bet~¢een -chiclea and pedss--
trians. The other request in Oredson's letter related to irregular widths
in streets. Oredson showed maps of the proposed subdivjsicn and the plans
for narrowing streets where parking is not needed and having the sta~dard
thirty-six foot width where parking is needed. On question from Allen a~
to whether or not this may have gone to Planning Commission, City Adminj~-
strator Almquist explained it would be covered by Publjc Works Scantlards.
Conklin and Sealerberg suggested that to protect the city in the furl;re
the same agreement !night be used as w~s on 5~9untain Street whrlre ::? a~-ree-
meat would be recorded in wi~ich the property owner wou!d be assessed for
widening of the street should it be deemed necessary by the city. Oa Mayor'

Chairman Alien gave report ou Multi-service Center saying% that the

moved to hire Janet Mayo on one-half time basis for one year at a salary
of $3,000 and $14.00 per month for travel and that after that time the

salary ~n the fature. Sealerberg seconded for discussion. Conl~]in

Allen said he is anxious to get it started. Conk]in said tha~ he was in
agreement with the program but that priorities should be established.
Sealerberg wondered about the chais of command in an instance ~:here Janet
Mayo ~¢ould have tx,yo separate programs to coordinate end Allen said the
committee had discussed the matter and could see no conflict. Allen
amended his motion to hire Janet Mayo with salaD' to be covered through
November by the contingency fund. Conklin seconded the motion which
unanimously on roll call vote.
City Attorney Salter gave report on complaint of J. H. Huskey as it re]ate~
our Code and said that epparentl~ the noise problem was not in vioiat~on
but went on to say that a complaint is being filed against the, trucker,
james Everes~ with respect to polluted water being drained and allotted
run free in a residential area. No action necessarT,
Director of Public Works AlsinZ reported on progress cf proposed rechanrI==!-
ins and erection of a new Nevada Street bridge to a more westerly lccati!~n
and said he was having difficulty in reaching an agreement with property
owners on easements and recolnnended that the new bridge plan be sbendo~,~s
at this time and that in order to protect the existin~ structure and ban>s
that wing walls be placed there at considerably l?ss cost. City Admin~s-.
trator Almquist noted that price submitted would be good only until
October l, 1974 which would be too seen to do anything and re/ot~ended theft
pro~ect be abandoned and offered to br~n~ back some other plan re CouaciJ.
Allen moved to accept staff reconunendation and recormmended that a new pro-
posal be brought ba~k to Council. Soderberg seconded and motion passed
unanimousiv on ro]l call vote.

City Administrator Almquist read memorandum from Director of Public Works
to Director of Finance Fb]son requesting consideration ~f recommendation
to retain the present sweeper for use during heavy seasonal demands or
possible down time of new sweeper and to accept low bid on the Wayne
sweeper. Conklin moved to accept staff reco,~anendation; McCannon seconded
an~ on roll call vote motion passed unanimously.
City Administrator Almquist read request from U. S. Arm), Recruiting Serv-
ice for use of Plaza Information Booth and said be had approval from
Oregon Shakespearean Festival Association to allow use of booth one day
a week from September ].6,.j974 throuqh May 1, 1975. Conklin moved to
approve request; Allen seconded and Allen, Soderberg, McCannon and Conklin
voted YES. Prickett was absent from the room during vote.
Mayor Fries presented recommendations for dog control (E:chibit "A") and
suggested present ordinance be amended or new ordinance made applicable
to effect dog control along with vehicle and do'g control officer for
enforcement. Soderber~, asked that matter be delayed for study and be
placed on next agenda. Prickett seconded. Conklin asked that City Attor-
ney Salter provide information relative to the levying of fines by the
City.
Richard Siebring, manager of Boar's Head Tavern, spoke from the audience
stating that he could understand not allowing du~s in park not on a leash
but failed to understand why dogs v'on]d not be able to go into park at
Joha Vallerga of 185 Granite Street djsagreed with Mayor saying that
should be allowed to remain loose on private property.
On roll call, motion passed without opposition.

Reid said that tile lumber for rebuilding the damaged bridge is oa the site
and that the flooding on the course is from TID system and that he had
spent a considernble amount of money ~epajring the sprinkler system last
year and to replace whole system at this time wonJd be prohibitive and that
he doesn't have tile money for such a project. Prickett suggested that an
expert on golf course maintenance and condition should be brou~;ht iu for
evaluation and recommepdations. Couucil agreed and Mayor }Pries reappointed
the same golf course committee installed to report on the problem previous]
headed up by Pri,:kett. It was suggested that provisions be made for toilet
facilities wbep the study is made.
City Administrator Almquist gave second reading by title only of an ordin-
ance amending Ashland Ordinance No. 1361 and amending section 18.50.030(B)
of the Ashland Municipal Code, and deciar~ng an emergency. Conklin moved
for adoption; Allen seconded and Allen, Soderberg, McCannon and Couklin
voted YES on roll call. Prickett was absent from the room.
Second reading by title only was given by City Administrator Almquist
relative to the elimination of subcm~ittees on the Planning Commission.
McCannon moved to adopt, seconded byConklin. Allen, McCannon, Conklin and
Soderberg voted YES on adoption of the ordinance. Prickett was absent.
City Administrator gave report on alternative types of financing for water
and sewer connects stating the City could Bancroft water aod sewer but net
other improvements by allowing the snbdivider to. make app]ication for
assessment district and the City to hold interest bearing notes to cover
costs and that if they become too difficult to be carried that they be so!d,
Soderberg suggested that City Administrator Almquist submit written report
on alternatives mentioned and that tile second reading of the ordinance be
deferred until October 1, 197~ meeting to allow for consideration when the
information is in written form and so moved. McCannon seconded and the
motioned passed unanimously oB roll call.
City Administrator Almquist g~-e first reading of an ordinance estab!ishin~
a Traffic Safety Commission, a.d declaring an emergency. Council agreed
to amend the last two sentences to read "recommend" instead of "implement"
and "establish", and to amend the first two lines of Page two to read
"To review and recommend project applications for funding"(C) and "To
serve in a liajson capacity between the city and etc. Conklin m~vcd that
the ameuded ordinanca be passed to second reading; Prickett seconded.
