The regular meeting was called to order by Mayor Fries on the
above date at 7:30 p.m. Conklin, Roble, McCannon and Allen
present; Soderberg arrived moments late,
Mayor Fries made presentation to former Mayor McKeen and Council-
man Roberts in recognition of their service to the City during
their term in office.
Mayor Pries read a Proclamation honoring the Y.M.C.A, for their
contribution to the community and designated the week of
January 21-28 as being Y.M.C.A. Week.
McCannon moved that minutes of regular meeting of January 2, lg73
be approved; Conklin seconded. On voice vote, passed unanimously.
Fire Chief Reed submitted the Annual Fire Report. Conklin moved
that Departmental Reports for the month of December 1972 be
approved and placed on file; McCannon seconded. On voice vote,
passed unanimously.
Jeff Thompson of Southern Oregon College {in the absence of Mary
Duhaim~) addressed the Council requesting speed limit of 15 M.P.H.
or wide crosswalk on Indiana between Madrene and the Boulevard.
The matter was referred to Police Chief Hays and Director of Public
Petition from property owners on South Mountain Avenue requesting
installation of curb, gutter and paving between Emma Street and
the south City Limits and resolution setting a public hearing for
February 6, 1973 was read by City Administrator Almquist. McCan~
non moved that petition be accepted and that public hoe.ring be set
for February 6, 1973; Soderberg seconded. On roll call, all YES,
City Attorney Salter read request for hearing on dismissal from
Attorney Thomas C. Howset representing former city employee,
Paul J. Kasch. Roble questioned City Attorney Salter as to whether
the Personnel Manual expressed the right of the employee to bring
matters to Council. City Attorney Salter said the Council can
grant hearing if they wish. He also stated that the other altern-
ative had been taken and decision made through hearing before the
City Administrator. Mayor Fries recommended that City Attorney
Salter draw up amendment to include right of employee to come to
Council for hearing on dismissal. Roble moved that request of
Attorney Howset be granted and that Mayor Fries set date for
hearing. Mayor Fries set January 25, 1973 for date of hearing
before the Council and directed City Administrator Almquist to
advise Mr. Howser of the date. Dn roll call, Conklin, Soderberg
and Roble, YES: McCannon and Allen, NO. Motion carried.
City Administrator Almquist read request from Southern Oregon
College for closure of Webster Street during evening hours of
February 8, 1973. Conklin moved that ~equest be granted; McCan-
non seconded. Roble asked for opinion of Fire Chief Reed and
Police Chief Hays relative to public safety and was advised they
considered closure no problem. On roll call, all YES.
Conklin moved letter be accepted in which County Health Department
asked to be considered in allocation of Revenue Sharing Funds. On
voice vote, passed unanimously.
City Administrator Almquist read letter from John Reid requesting
raise in green fees at Oak Knoll Golf & Country Club. Conklin
moved that increased rates be curtailed and to table request to

to Council; Roble seconded. On roll call, all YES.
City Administrator Almquist read proposal for improvement includ-
ing curbs, gutters and paving on Oak Street, from Nevada to north
City Limits and opened public hearing. There was no opposition.
Soderberg moved that Staff prepare necessary papers for improve-
ment ordinance; Conkin seconded. On roll call, all YES.
City Administrator Al.mquist read memo from Director of Public
Works relative to improvements in Oak Court Subdivision and
opened public hearing. Property owners appearing in opposition
to the proposed improvements were: Frank Testerman, 740 Sylvia,
Glenn Vermillion, 202 Oaklawn and Kenneth Pond, 201 Oaklawn.
Councilman Allen suggested that council change policy regarding
City initiated projects to petition to get opinion of each prop-
erty owner involved. Soderberg moved that Staff be directed to
pass petition to property owners to get their opinion on the pro-
posal; McCannon seconded. On roll call, all YES. Conklin moved
that Staff follow this procedure on all City initiated improvement
projects; Roble seconded. On roll call, all YES.
City Administrator Almquist read Notice of Supplemental Budget and
invited comments from the audience. Conlkin requested that City
Administrator Almquist read the Resolution adopting the supplement-
al budget. Conklin moved that Resolution be adopted; Roble
seconded. Soderberg asked that Council reconsider use of revenue
sharing monies and expend or earmark the sum of $10,000 to set
aside the Jones-Bryant property for future park development. On
roll call to adopt budget, Roble, McCannon, Conklin and Allen, YES.
Soderberg, NO.
City Administrator Almquist read recommendation of Planning Com-
mission relative To pre-zoning OT newly annexed areas. ~obie
moved that public hearing be set for February 6, 1973; McCannon
seconded. On roll call, all YES.
City Administrator Almquist submitted recommendation from Planning
Commission relative to adult book stores etc., citing C-2 con-
ditional use and recommended that public hearing be set. Roble
moved that public hearing be set for February 6, 1973 at 7:30 pm;
Conklin seconded. On roll call, all YES.
City Administrator Almquist introduced Dick Humphries of Cornell,
Howland, Hayes and Merryfield-Hill relative to costs and schematics
for treatment plant expansion, and reported that in checking with
the Department of Environmental Quality that he had learned that
Ashland is high in the second of four priority categories slated
for federal funding. Dick Humphries gave a preliminary cost
estimate of $665,000 plus an estimated 30% more, or $864,000 which
would include legal, engineering and other contingent fees.
Humphries noted that the estimated figure is $26,000 less than
grant applied for by City but that the figure is not a final one.
City Administrator Almquist gave first reading of an ordinance dis-
pensing with election on proposed annexation. Soderberg moved
ordinance be passed to second reading; Conklin seconded. On roll
call, all YES.
City Administrator Almquist read reso3ution on withdrawal of
Parent annexation from Talent Rural Fire Protection District call-
ing for public hearing to be held on March 6, 1973. Conklin moved
that the resolution be adopted; Roble seconded. On roll call, all
YES.
Mayor Fries On motion by Conklin, Council unanimously agreed to grant Mayor
Req. Absence Fries an absence of 35 days during March and April.

ADJOURNMENT:
Soderberg moved that meet{ng be adjourned to Adjourned Meeting
on January 30, 1973 at 7:30 p.m.; Conklin seconded. On roll call,
passed unanimously. Meeting adjourned at 9:10 p.m.
