The Mayor and all Council members, except Willstatter, were present. Some discussion first ensued regarding revenue sharing between the federal, state and local governments. Dellenback said the House version of the proposed bill had passed, but the Senate might make some changes. He detailed the formula used, and said both operating and capital improvement within three categories: transportation, sewage and safety. In discussing the request for a freeway interchange, Dellenback stated the pressure point for the request would be at the State level, since priorities were determined at that point. He also stated a push for federal funds for mass transportation could cut into funds set aside for improvements of the federal highway system. Some maps were presented to the Congressman in conjunc- tion with the requested freeway interchange outlining the park development along Bear Creek. After further discussion, the Council presented a copy of the application for federal aid in improving the sewage treatment plant to Dellenback, briefly outlining the situation. As the Congressman had to leave at 3:20 p.m., the meeting was adjourned at that time, subject to the call of the Mayor. Respectfully submitted, Joseph M. Butler City Recorder /nck
