ASIILAND CITY COUNCIL
APRIL 27, 1971
An adjourned meeting of the City Council was held in the City
Council Chambers, City t!all, on the above date. Tile meeting was
called to order by Mayor _HcKeen at 7:30 p.m. Councilmen present:
Conklin, McCannon, Roble, Soderberg, Willstatter. Councilmen
absent: Roberrs
SPECIAl, AGENDA ITEMS:
1. City Administrator Almquist gave second reading of ordinance
prescribing sewer rates and charges and repealing Ordinance Nos.
1451 and 151~. It was moved by Conklin, seconded by McCannon that
Ordinance No. 1674 be enacted. On roll call, carried unanimously.
2. City Administrator Almqu5st gave second reading of ordinance
prescribing water rates and repealing Ordinance No. 1412. Following
some discussion, it was moved by Cop. klin, seconded by Roble that
Ordinance No. 1675 be enacted. Councilwoman Sealerberg asked how
much tbc City would lose by adopting the proposed rate schedu]e
instead of doubling the rates for outside customers as had been
previously proposed. City Administrator Almquist replied that
doubling both water and sewer rates would have yielded $9,000 jn
increased revenue, and adopting the rate schedule provided in the
oi'dinance would reduce tbjs amount by about $3,825. Soderberg
indicated that she objected to the loss of $3,825 and if t1;e Bellview
residents were farsighted enough to make provisions for water rates
in their coiltract, that the Council should honor that.
After further discussion, on roll cal] to enact Ordinance No.
carried 4-1, with Soderberg dissenting.
2 (a). City Administrator A]litquist gave second reading of
ordinance prescribing regulations governing water service and
repealing Ordinance No. 1412. It was move, d by Roble, seconded
by Conk]in that Ordinance No. 1676 be enacted. On ro]l cal],
carried 4-1, with Sealerberg dissenting.
3. City Adntinistrator A]mquist read resolution authorizing the
installation of stop signs at the intersection of Prospect and
E]kader and Prospect and Ashland Streets. It was moved by Conklin,
secoaded by U~llstatter that the rules be suspended and reso]utjon
p~ssed to sf, cond rending. On roll call, carried unanimously.
Following second re~ding, it was moved by W~l]statter, seconded
by Conklin theft the resolution be adopted. On roll call, carried
ullal] imously.

4. City Administrator Almouist read a request from the Ashland
Chamber of Commerce to utilize the parking area along Winburn Way
from the bridge to Nutley Avenue on ~[ay 7 and 8, 1971~ for a
trailer and boat show. City Administrator Almquist indicated
that the Chamber would be responsible for cleaning up the area
after the activities.
In response to a question from Conklin, ~r. Almquist advised
Council that the street v~l~s wide enough to permit access of
emergency vehicles.

It was moved by Conklin, seconded by Rob]e that permission be
granted to utilize the parking area as requested subject to
approval of the Police Chief and Fire Chief. On roll call,
carried unanimously.
There being no further business, it was moved by Conklin, seconded
by Roble that the meeting be adjourned. ~ot~on carried unanimously.
