ASHLAND CITY COUNCIL
DECEMBER 1~, 1971
The adjourned meeting of the City Council was called to order by
Chairman Fred Roberts at 7:30 p.m. in the Council Chambers, City
Hall, Ashland. Mayor Charles McKeen was absent; all other Council
members were present. Willstatter wanted it made known that the
Mayor had been invited to attend the meeting, although not present.
The purpose of the meeting was to elect a City Recorder/Treasurer
to succeed W. E. Bartelt, retiring January 7, 1972.
Roberrs stated that, as Chairman, he was establishing the following
ground rules discussed at a study session on December 14, and that
any deviation would be out of order: (a) the Council should nominate
the top three applicants for the position of City Recorder/Treasurer;
(b) such names would be listed on a ballot, with space for write-in
votes; (c) the Council was to assign three (3) points for their
first choice, two (2) points for their second choice, and one (1)
point for their third choice. After balloting, the applicant with
the highest number of points would then be elected City Recorder/
Treasurer. In case of a tie, the position would be decided by
chance or lot.
Soderberg felt that any meeting not open to the public was null and
void (in reference to the study session).
Conklin moved to nominate Messrs. Joe Butler, Karl Slack and George
Ward and place their names on the ballot. Willstatter seconded.
Roble moved that the nominations be closed; Conklin seconded; on
voice vote, motion passed with Soderberg voicing the only audible "NO".
At that time, Soderberg wanted an explanation of the ground rules that
were to be utilized. Roberts then reiterated the ground rules.
Balloting proceeded, with Roble handing the results to the City
Recorder to tally, who subsequently announced Joe Butler had been
elected City Recorder/Treasurer, with a high score of 12 points.
Conklin then asked that the ballots be destroyed.
McCannon moved to adjourn; Conklin seconded. There being no further
discussion, the meeting was adjourned at 7:45 p.m. by Chairman Roberts.
