ASHLAND CITY COUNCIL
FEBRUARY 19, 1970
An adjourned meeting of the City Council was held in the
Administrative Offices of City Hall at approximately
3 p.m. The meeting was called to order by Council Chairman
Robert Bailer. All CoUncilmen were present. Mayor McKeen
was absent.
Public Works Director Alsing reviewed briefly with Council
the background on the matter. He explained that it would
be necessary to vacate a portion of Quincy Street in order
to correct a surveying error made in 1907. The error
established part of Quincy Street 30 feet to one side of
where the street presently exists. He further explained
that, at the last Council meeting, Mr. R. Jeter told Council
that this particular error had been corrected a few years
ago. After checking County records, it has been determined
that this surveying error was not corrected; however, the
subject property deed reads exactly where the property should
be.
At this time, Council studied a map of the property in question.
Considerable discussion followed. City Attorney Skerry
suggested obtaining a quit claim deed from Mrs. Rachel Irwin,
a property owner directly involved in the vacation.
At this time, the meeting was recessed for a short time
pending receipt of the necessary ordinance.
The Council reconvened and City Attorney Skerry read ordinance
vacating a portion of Quincy Street. It was moved by Haines,
seconded by Roberrs that the rules be suspended and ordinance
passed to second reading by title only. On roll call, carried
unanimously. Following second reading by title only, it was
moved by Willstatter, seconded by Haines that Ordinance No.1643
be adopted. On roll call, carried unanimously.
At this time, Mr. Donald Pinnock, representing Developer
Neil Mann, thanked Council for consideration of the matter.
In addition, Mr. Mann expressed appreciation to Council and
indicated he will resume construction of his rent subsidy
apartment complex.
There being no further business, the meeting adjourned at
3:40 p.m. subject to the call of the Mayor.
