ASHLAND CITY COUNCIL
JUNE 16, 1.970
The regular meeting of the City Council was held in ~he City
Council Chambers, City Hall, on the above date. The meeting
was called to order by Mayor McKeen. All Councilmen were
present.
APPROVAL OF MINUTES:
It was moved by Bailer, seconded by Dodge that the minutes of
the June 2, 1970, regular meeting and June 4, 1970, adjourned
meeting be accepted and placed on file. Motion carried unani-
mously.
DEPARTMENTAL' REPORTS:
Following brief discussion, it was moved by Bailer, seconded by
Willstatter that the departmental reports for the month of
May De accepted and placed on file. Motion carried unanimously.
STANDING COivlMITTEE REPORTS:
a. Finance & Property Committee - No Report
b. Public Service Committee - No Report
c. Streets & Traffic Committee
Chairman Willstatter indicated that the committee has recommendations
to Council on the following three matters:
a. Stop signs at Iowa and Wightman Streets - committee recommended
that stop signs be installed on Wightman Street. It was pointed
out that staff and the Poliqe D~partment are in agreement with
this recommendation. It was moved by Bailer, seconded by Dodge
that stop signs be placed on Wightman Street. On roll call,
carried unanimously.
b. Request for installation of street light on Bush Street
between Almond and l!igh Streets - Following investigation by the
Police Department, the committee recommended that the request b~
denied since street lights are needed to a greater extent in
other areas of the city. It was moved by Bailer, seconded by
Dodge that the request be denied. On roll call, carried unani-
mously.
c. Vista Street too narrow for cars to pass from alley
extension of First Street to Hillcrest Drive - committee recom-
mended that no parking be allowed on north side of Vista.
Chairman Willstatter pointed out that the committee was mainly
concerned with adequate fire vehicle access.

Mr. Lupton, 215 Vista Street expressed concern that, if no
parking is allowed in front on the Vista Al~artments, the
tenants will have to park in front of the Lupton's residence
Mr. Lupton, therefore, suggested that parkiting also be prohibited
~rrr the first alley east of Fork Street ~_.~,~.,!~--~-Glenview Drive.
Public Works Director Alsing ancl Dolice Chief Hays indicated they
had no objections to this reonest. Chairman Willstatter indicated
that the committee' s reco.~m3~dgtion would be amended to include
the subject alley. It was moved by Jones, seconded by Bailer
that the committee's recommendation, as amended, be accepted.
On roll call, carried unanimously.
SPECIAL CO~,5~ITTEE REPORTS:
1. Planning, Commission Meeting of June 8, 1970 Following brief
discussion, it was moved by Willstatter, seconded by Bailer that
the Planning Commission minutes of June 8, 1970, be accepted and
placed on File. Motion carried unanimously.
2. Appointment of nex~ Councilman - Bailer nominated Bill Roble
for the Council position. It was moved by Roberts, seconded by
Dodge that the nominatxons be closed. Motion carried unanimous]y.
On roll call to appoint Mr. Roble, carried unanimously. Baile~'
recommended that Mr. Roble be sworn in as soon after July 1, 1970,
as possible.
At this time, ~i~yor .~.[cKeen appointed Dr. James K. Sours to
fill the vacancy left by Mr. Loy Prickett on the Economic Develop-
ment Commission. It was moved by Willstatter, seconded by Jones
that the appointment be confirmed. On roll call, carried
unanimous ly.
CAT ! ON S:
1. Acting City Administrator Biegel read letter dated June 3,
1970~ from Dx. Ja~nes K. Sours, President, Southern Oregon College,
expressing his appreciation for the very fine assistance SOC has
received from the Aslxland Police Department. The letter stated
in part that "the facnlty and the overwhelmi~g majority of our
students, of whatovcr persuasion. thank you."
2. Acti~g City Administrator Biegel read letter dated June 9,
1970, (tom ~Ir. R. W. Voris requesting that attention be drawn
to open ir~'igation ditch along Randy Street and suggesting that
the balance of the open ditch be completed by the City of
Ashlax~d, inc]udi~!g the crossing under Randy Street and the
section along Randy Street. The ~Iayor referred the matter to
t~e Strec'ts & Traffic Committee for recommendation to Council.

3. Acting City Administrator Biegel read letter dated June 9,
1970, from Representative John Dellenback transmitting
preliminary population figures for Ashland: 1960 9,119 and
1970 - 12,280. No Council action taken.
~. Committee of 50 Meeting - Held June ]5, 1970, in the
City Council Chambers.
5. Acting City Administrator Biegel read letter dated June 10,
1970, from Stanley C. Jones and Daniel F. Kellington, Attorneys,
concerning properties adjacent to public alley adjacent to
Shakespearean Festival Association grounds. The letter indicated
that Mr. Jones had been retained bythe property owners who m~n
buildings west of Pioneer Street which front on Main Street
and abut the public alley at the rear of the buildings. The
letter requested that the Council appoint authorized representatives
to meet with'Mr. Jones and Mr. Mark Boyden to negotiate the
matter. It was moved by Roberts, seconded by Willstatter that
Acting City Administrator Biegel and the City Attorney be
delegated to meet with Mr. Jones and Mr. Boyden on behalf of
the City. On roll call, carried unanimously.
6. Acting City Administrator Biegel presented a letter to
Council dated June 16, 1970, from Marvin A. Kocks, Chaixman,
Guanajuato Committee informing the Council of plans to have a
delegation fron, Guanajuato to psrticipate in the City's Fourth
of July celebrations. b~rs. Grace Tapp was present at the meeting
and distributed copies of the schedule of events for this
celebration to Council and requested that the Council attend a
reception honoring the Mexican delegation on July 3, ]970.
The subject letter also requested that the Council authorize
the $100 budgeted for the Friendship Cities use. It was moved
by Bailer, seconded by Jones that the $100 be transmitted to
the Friendship Ciries~Commi~tee'for their=use. On roll call,
carried unanimously.
7. Acting City A&,~inistrator Biegel presented a letter to
Council addressed to Gerald J. Scannell, Jr. from James A.
Redden, The letter requested that Council adopt a resolution
concerning a buildj~ng permit for Sibarco on conditional use of
property on the corner of Siskiyou Boulevard and Beach Street.
(A copy of the letter is on file in the CityAdministrator's
Office.) It was indicated by the City Attorney that the
subject resolution would be presented later in the meeting.
SPECIAl, AGENDA ITEMS:
Unfinished Business:
1. Award of paving bid to Rogue River Paving - Acting City
Administrator Biegel indicated that, st the last Council
meeting, staff was directed to go b~ck to the property owners

and inform them that the bid received was higher than
previously estimated. It was pointed out that very few
complaints were received from the property owners and, therefore,
staff would recommend that the paving contract be awarded to
Rogue River Paving ~low bidder). It was moved by Bailer, seconded
by Roberts that bid be awarded to Rogue River Paving, On roll
call, carried unanimously.
2. Acting City A~ministrator Biegel indicated that the City's
Water Department had received a safety award from the American
Water Works Association. Bailer commended the Water Department
for their excellent record.
New & Miscellaneous Business:
1. Mayor McKeen appointed Mr. William R. "Bill" Reed as
the new Fire'Chief to fill the vacancy created by the
resignation of William Roble, effective July l, 1970. It
was moved by Bailer~ seconded by Willstatter that the
appointment.be confirmed. On roll call, carried unanimously.
2. Acting City Administrator Biege] reported that the Insurance
Engineer and Fire Marshal have recommended that a fire escape
be constructed from the west window of the Council Chamber.s.
Approximate cost of materials would be $500; labor would be
supplied by City crews. It was moved by Bailer, seconded by
Willstatter that staff be instructed to proceed with the
project. On roll call, carried unanimously.
3. It was moved by Bailer, seconded by Jones that staff be
authorized to set poles at the high school ball fieldat an
estimated cost of $1,425.60. The school will pay the cost.
On roll call, carried unanimously.
4. It ~vas moved by Bailer, seconded by D~dge that staff be
authorized to set poles and. string wire at Lithia Springs
cycle trail at an estimated cost of $400. The Lancers will
pay tl~e cost. On roll call, carried unanimously
Ordinances, Resolutions & Contracts:
1. Acting City Administrator Biegel read resolution designating
standard specifications for public works construction projects.
Following brief discussion, it ~as moved by ~ailer, seconde~i by
Willstatter that the rules be suspended and resolution passeC
to second reading by title only. On roll call, carried unani-
mously. Following second reading by title only, it was moved
by Bailer, seconded by Willstatter that the resolution be adopted.

2. Approval of lease on part of Lithis Sprlngs property betwt. en
Public Recreation Commission and Lancers Motorcycle Club, Inc.

3. Acting City Administrator Biegel read resolntion
concerning an agreement with the Southern Pacific Trans-
portation Company concerning installation of an 8-inch water
line beneath the Southern Pacific Transportation Company's
railroad tracks at Clay Street in the City of Ashland. It was
moved by Bailer, seconded by Dodge that the rules be suspended
and resolution passed to second reading by title only. On
roll call, carried unanimously. Following second reading by
title only, it was moved by Bailer, seconded by Jones that
the resolution be adopted. On roll call, carried unanimously.
4. Acting City Administrator Biegel read ordinance
directing the City Recorder to certify to the County Assessor
of Jackson County delinquent benefit assessments for collection.
It was moved by Roberts, seconded by Willstatter that the
rules be suspended and ordinance passed to second reading by
title only.. On roll call, carried unanimously. Following
second reading by title only~ it was moved by Roberts,
seconded by Jones that Ordinance No. 1654 be adopted. On roll
call, carried unanimously.
5. Acting City Administrator Biegel read resolution concerning
a building permit for Sibarco on conditional nse of property
on the corner of Siskiyou Boulevard and Beach Street, It was
moved by Bailer, seconded by Dodge that ~He rules be suspended
and resolution passed to second reading by title only. On
roll call, carried unanimously. Following second reading by
title only, it was moved by W~llstatter, seconded by Bailer
.that the resolution be adopted. On roll call, carried unani~
mously.
6. Acting City Administrator Biegel read resolution expressing
the gratitude of the Common Council to Francis D. Haines, Jr.
for his dedicated service as City Councilman. It was moved by
Bailer, seconded by Jones that the rules be suspended and
resolution passed to second reading by title only. On roll call
carried unanimously. Following second reading by title only,
it was moved by Willstatter, seconded b~ Dodge that the resolution
be adopted. On roll call, carried unanimously.
7. AcHng City Administrator Biegel read resolntion expressing
the gratitude of the Comlnon Council to ttarry A. Skerry, Jr.
for his many years of dedicated service as City Attorney. It
was moved by Willstatter, secohded by Bailer that the rules be
suspended and resolution passed to second reading by title only.
On roll-call, carried unanimo,~s]y. Follm~ing second re~ding by
