ASHLAND CITY COUNCIL
SEPTEMBER ~, 1970
A special meeting of the City Council was held in the City
Council Chambers, City Hall, on the above date. The meeting
was called to order at approximately 7:30 p.m. by Mayor
McKeen. All Councilmen were present.
SPECIAL AGENDA ITEMS:
Veto of the Mayor of the ordinance amending the duties
of the Administrator and in combining them with the
duties of the Coordinator - Administrator Almquist
read the Mayor's veto dated September 4, 1970, which
was received by City Recorder Barte!t at 4:10 p.m. on
September 4, 1970. Considerable discussion followed.
Bailer ~ndicated that one major reason for his dissenting
vote on the ordinance was that Chautauqua Walk property
facing the brick yard is intended to be used as a beer
garden. He indicated that the City is in the process of
acquiring this property (Boyden property) in connection
with the HUD Project.
Development Commissioner Ainsworth pointed out that
the subject property has not been acquired; and a beer
garden was never discussed or planned for this property
by the Development Commission. Considerable discussion
followed.
!t was moved by Roberts, seconded by Roble that the
Mayor's v~to be sustained. On roll call, defeated 4-2,
with RoberTs and Roble voting in the affirmative~
RoPle moved that under the authority granted in the charter,
article 10, section 3, regarding the effective date of an
ordinance, the effective date for Ordinance No. 1659 be
January I, 1971. Motion seconded by Roberts. Roberts expla ned
that this motion gives consideration to the Development Com-
mission's request for a four-month transition period for the
consolidation of the positions of administrator and coordinator3
Roble explained that he, along with many people in the community,
feels that consolidation of the two positions should take place
at some future time; however, the new administrator needs
this transition period and four months is a reasonable ~equest.
Dodge indicated that the matter Bas been reviewed thoroughly
by the Council. ~She pointed out tha~ Council is merely
following the recommendation of Mr. Elmer Biegel that a 30-
day trans tion period be allowed for consolidation of the
two posil ons.
Corrections for the minutes of a spedal meeting of the
Ashland City Council of September 8, 1970.
Councilwoman Dodge wishes the minutes of that meeting
corrected. She feels a more correct statement of her
remarks at that meeting as summarized° would be as follows:
