ASHLAND CITY COUNCIL
DECEMBER 3, 1970
The Common Council of the City of Ashland met in adjourned
session at 5 p.m. this date. Mayor McKeen presided. Council-
men Dodge, Jones, Roble, Roberts and Willstatter present.
Absent: Bailer
City Administrator Almquist presented second reading of
Ordinance authorizing the issuance of warrants to provide
interim financing on Phase II of the OSFA/EDA project.
Councilman Jones stated emphatically that he was against
passage of the above ordinance inasmuch as he disapproved
of the City furnishing credit to anyone other than for City
business.
Councilman Roberts stated that precedent has been established
and no other route is possible at this time. Councilman
Willstatter stated that we would have to go ahead in this
manner.
Following discussion, it was moved by Roberts, seconded by
Willstatter that Ordinance No. 1662 be adopted. On roll call,
carried 4-1, with Jones dissenting.
It was moved by Roble, seconded by Roberts that the public
hearing regarding open burning be changed from February 2, 1971,
to February 16, 1971, at 8 p.m. Roble also requested that
larger meeting place be secured for this hearing. On roll call,
carried unanimously.
schedule of events planned during Guanajuato Week (December 8
through December 15). City officials were asked by Mrs. Grace
Tapp to be hosts at the luncheon at the Mark Antony on December 9.
The Council was also asked if the City could pay the bills as
they become due, and be reimbursed later, but due to budgetary
complications, the decision was made that the City would postpone
participation of this kind until 1971-72, so that proper budgetary
authority can be secured.
City Administrator Almquist advised the Council that a portion
of the industrial park property being exchanged for the Coastal
Dynamics property is under lease to the State Forest Service.
City Attorney Scannell indicated that the Forest Service Adminis-
tration was wi!]ing to work with the City toward solving the
problem, but would like to have the lease extended for eleven

more years and to provide a satisfactory alternate to the drain
field which extends under the property being sold to Coastal
Dynamics. The issue was referred to the Finance & Property
Committee.
The Council adjourned to a study session regarding a proposed
annexation improvement assessment ordinance.
