ASHLAND CiTY COUNCIL
February 4, 1969
The regular meeting oz th~ City Council was held in the Council
Chambers o£ the City Hall on the above date. The meetzng was called
to order by Mayor McKeen at 7:30 P.M. Councilmen Cottle, Haines,
Jones, O'Harra and RobeEts were p~esent, Councilman Willstatter
was absent,
APPROVAL OF MINU'TES:
It was moved by Haines, seconded by Jones that the minutes of the
last regular meeting oE January 21, 1969, be approved and placed on

DEPARTMENTAL REPORTS
STANDiNG COMMITTEE REPORTS:
a. Finance & Proper~y Con~ttee - Chairman Cottle indicated that
a meetin~ of the commiEtee was held w~th City AdminlstIator Boshears
and Public Wo£ks Director Alsln~ ~n ~ttendance~ At that time,
staff was requested to provide ~acts and f~.gures Iegardlng annexations
and any advantages obta~ued by the City with regard to annexatron ot
land located on ff~nge =~feas ~L the City. A report from the co[m~<tee
will be prepared pend~r~g fece,~pt o~ stall xnEormation.
b, Streets & ~ratt~c Conml~ttee - Chalfm=n jones indzcated that the
coimmlttee is still study±~g the matter o[ lmprovement of streets and
no fxnal report is ready at ~,x% time~ Cottie suggested that a report
be prepared by the Pabll~, WozI~ Detector ~.nd~cating the total cost
~nvolved in repairing el! exxsting streets that need improvement, He
further suggested that I~pon ~eceipt ot the ~eport, the Streets &
Traffic Committee could i~E pr-~or~ties and Ehe Finance & Property
Committee could study the 2in~n~ing of the improvements.

1. Letter from Blackhurst & Honnecker, representing R. W. Voris,
requesting d~scussion with City officials concerning Improvement
District #33. C~ty Admil~.strator Boshears read letter to Council,
There was some discussion zeghrdlng Mio Vorls' first appeal to
Council during the specitied appeal time prior to the actual
assessment, It was moved by Cottte, seconded by O'Harra that the
matter be referred to the Council as a whole at a study session,
The date decided upon ~or the study session is Tuesday, February 1i,
at 7:30 P.M. ~n the Council Chambers= On roll call, carried unani-
mously.

McKeen asked zor any comments/or o~ against the matter ~rom the
audience.
Glen Matthews - He ~r~di7ated he Is a property owner on Terrace
Street. He questioned the $9 esttmate, mndicating that he had
heard that the price inay be considerably higher that $9. Public
Works Director Als~n9 poxneed cu~ chat the $9 estimate was reached
under the present policy of avetagtn9 the total cost. It is

Mrs. Ralph McCuilc, ug~- =.he cold [he Co~nc~l that the property

Terrace Street ls a p~b]~c street and the coal, unity should pay
for a portion of the! improvement. She also questioned the Council's
present policy of cha~bLn~ the property owners for improvements of
their particular street. Clt} Administrator Boshears pomnted out
that the Cou~eil dec~ded ~o change their previous policy of paying

Public Works Director Als~n9 oointed out that the streets to be
improved are grouped ~ !~e~ on a yearly basis in oider to obtain
the best price~ He luither i~dlcdted that a ~rm b~d cannot be
given until the H~atefl~s a~ in place.
