HomeMy WebLinkAbout1969-0218 REG MINMINUTE8 FOR REGULAR MEETING ASHLAND CITY COUNCIL February 18, ~969 The regular meeting of the City Council was held in the Council Chambers of the City Hall on the above date. The meeting was called to order by Mayor McKeen at 7:30 P~Mo All Councilmen were present. At this time, Mayor McKeen welcomed Boy Scout Troop #112 and Leader Bernard Hamm to the Council meeting. APPROVAL OF MINUTES: It was moved by RobeIts, seconded by Willstatter that the minutes of the February 4, 1969, regular meeting be approved and placed on fileo Motion carried unanimously. COMMUNICATIONS: City Administrator Boshears read letter from William Briggs, Attorney, offering for sale to the Clty two parcels of land owned by Mlnnie Owen ParKer~ The letter indicated that intended use of the land was ±uture park purposes, After brief discussion, it was moved by Roberts~ seconded by Haines that the matter be referred to the Finance & Property Com- mittee. On roll call, carried unanimously. It was moved by Wil].statte~, seconded by 3ones that the minutes of the Planning Commission meeting of February 10 and the special meeting of February 17 be approved and placed on file~ On ro~J J~ll, carried unanimously~ City Administrator Boshears read letter of resignation from Peter Swink~ Jones indicated that the Council had studied this matter ~n ~etall, but ]~ore study was needed before a decision could be reached~ Therefore, it was moved b~ '!~r~.~ ~econded by Cottle that the matter be continued a~ a Council study session~ City Administrator Boshears pointed out ~hat Chief Swink's resignation becomes effective on February 2S~ 1969~ which ~ prior to the next scheduled Council meet~i~9 of March 4~ Chief Swink was then asked if he would be wLi.~i~g ~.:'. ~erve ~er February 28 and until the matter could be s~ttled. He ~_~plied that he would be willing to serve. After brie~ discussion, the date decided upon for the Council study session was Thursday, February 20 at 7:3~ p.m~ On roll call, carried unanimously. City Administrator boshears read letter from Cornell~ Howland, Hayes & Merryfield requesting that Section 3A of agreement to do prellmznary planning o~ sewerage facilities be ~odiE~ed to read" the total cost shall not exceed $14,000," instead o% $12,000 as presently written. After b~ief discussion, ~t was moved by Haines, seconded by O'Harra that st~iI be authorized to make change of agreements On roll call, carried unanimously. City Administrator presented a letter ~rom the Mayor of Medford commending the Ashland Fire Department ~or assistance in f%ghting downtown Medford ~ire, It was moved by Cottle, seconded by O'Harra that letter be accepted and placed on fileo Motion carried unanlmously~ SPECIAL AGENDA ITEMS: Unfinished Business: Awaxd of bids--Bid ~2~()~ 4I' plastic cond~t to be used by Electric Dep~rtmen~ it was the Jecommendation of staff that low bid be awdrded to Gene~ai Electric Company, $1,690 It was mo~'ed by O~Hafra, seconded by Roberts that low bid be accepted~ On roll cail~ carried unanl- mously~ New & Miscellaneous Business: 1. Adopt specifxcations and call ~or bids--replacement station wagon for I!osplta]I. item deterred ~nt~l later date. At this time, Mr. Kent Blackburst, rep~'esentlng Mrs. John Reid, requested an extension an ~lme in which paya~ent must be made by the Oak Knoll Corp!~'~tl<~n cot o~erdue t~xes of approximately $t0,000~ Mr~ Blackburst expia~ned to the Council that Mrs. Reid is the mortgage hol~e' ~ the golf course Lease, in addition to a personal property s~c~ri. ty agreement t. ota!~ng more than $50,000. Mr. John Reid told the Council that he had met with prospective buyers of the golf-,=-x~ ~cil~ty and he ~F~s very confident that some arrangement ca~ be made with the interested parties~ He explained that he needled mc~'e t~e to work c~,~ the details of the transfer ot ownershlp~ and ~ ~tefested Fj~ties indicated thej would have a decision ~or ~.,~ri w~thin the n.~' two weeks~ course.
