HomeMy WebLinkAbout1969-0731 ADJOURNED MINMINUTES FOR ADJOURNED }!EETING ASHLAND CITY COUNCIL JULY 31, 1969 The Comm~on Council of the City of Ash].and met in adjourned session at 8:30 P.D~. this date. Mayor McKeen presided. Councilmen HaiPes, Jones, O'Harra, Roberts and Willstatter were present. Councilman Cottle was absent. It was indicated by Mayor McKeen that the Council had met with Oregon Shakespearean Festival officials prior to the Council meeting to discuss the matter of construction financing prior to receipt of funds for the theatre project from the Economic Development Adminjstration. It was moved by Haines, seconded bv Willstatter that the matter be referred to the Councjl, acting as a committee as a whole, for furhher study. Finauce Director Nelson pointed out the necessity of Counci] consideration of authorizing issuance of warrants in the amount of $24,436.30 with the understanding that the contractor would endorse them and the bank would honor them on that basis. It was pointed out that this money was due on July 10, 1969. Roberrs expressed concern that this payment was not anticipated prior to this time. On roll call to study the ma~ter further, carried unanimously. It was moved by Haines, seconded by Roberrs that the Council recess for the purpose of studying this matter. On roll call, carrie~d unanimously. \ The Council meeting reconvened at approximately 9:55 P.M. City Attorney Skerry read ordinance authorizing the issuance and execution by the Mayor and City Recorder of warrants in accordance with the provisions of 287,442 Oregon Revised Statutes for the gra~t and contract between the City of Ashland and the Economic Development Administration with regard to project desig- nated as No. 07-1-00567. It was moved by Haines, seconded by Roberts that the rules be suspended and ordinance passed to second reading by ~].e only. On roll c~l], carried unanimously. Following second reading by title only, it was moved by Haines, seconded by Willstatter that Ordinance NO. 1616 be adopted. On roll call, carried unanimous3y. Roberrs pointed out that it should be made clear that the interest costs will be absorbed jointly by the OSFA and the EDA and will involve no additional cost by the City; it is a temporary measure tm permSt construction to continue, Council Minutes July 31, 1969 Page Two Public Works Director Alsing pointed out that the Chamber of Commerce has requested some assistance regarding its parking problem--establishing some parking stalls and and replacipg curbing. It was moved by Haines, seconded by Willstatter that the matter be referred to the Streets & Traffic Conmittee for study. OD roll call, carried unani- mously. It was decided by Council_ and staff that staff and Festival officials will present reccmmendations to Council in the near future and will negotiate with the bank on a projected figure. 'O'Harra pointed out that he had distributed copies of the Hospital Board's balance sheet and intended to make a committee report at the next regula~ Council meeting. Haines suggested that consideration be given to the possibility of amending the budget to reflect the funds budgeted for positions which have not been filled within the past month against the $46,200 revenue funds needed ~o balance the budget. Finance Director NelsoD indicated he would have those figures available for the next Council meeting.
